Kabul (BNA) 2nd CASA – 1000 quadrilateral conference for electricity transmission to Pakistan was held Thursday in Dushanbe, capital city of Tajikistan with participation of high-level representatives of Afghanistan, Tajikistan, Kirghizstan and Pakistan. Generally, the project is beneficial for CASA member countries and will result in regional business development in particular between Central Asian and South Asian countries. Tajikistan and Kirghizstan as main energy exporters can get million dollars benefit annually from selling the energy and both countries’ economic is developing. Moreover, energy exports can accelerate economic development process in both countries. Therefore, both countries are fully supporting implementation of CASA – 1000 project.
Implementation of CASA – 1000 project is also politically and economically significant for Afghanistan and the following few fundamental reasons can show interest of Afghanistan for implementation of the project:
1. Implementation of the project has economic benefits for Afghanistan, which can get 300 mw electricity from the project and considered as beneficial for addressing needs of the people of the country.
2. The project can create good income resource for Afghanistan and provide trade and employment opportunities for the country’s people.
3. Afghanistan is trying to cut down imports and exports’ fraction balance in coming years so that investment and domestic products can increase in the country where increasing of home products is impossible without electricity; therefore, Tajikistan and Kirgizstan’s electricity can cause increasing of Afghanistan’s home products, further providing employment opportunities and paving facilities for traders to invest in the country.
4. Implementation of big regional economic projects can be also effective and beneficial for security, stability, addressing poverty, unemployment and social problems.
5. The project can pave the way for further investment in regional countries and open way for implementation of other big projects in the region as TOTAP, TAPI, railway, renovation of Silk and Azure transit routes. Execution of the project also increases trust and confidence of the people to capabilities of the government. Generally these benefits have encouraged Afghanistan government to further make effort towards expanding regional economic cooperation. This issue has been perceptible since establishment of national unity government which has put economic development in top priorities of its domestic and regional policies. Furthermore, Pakistan seriously needs energy for development of its military and domestic industries. Lack of energy has harmed the country million dollars annually.
Despite of this need, the country is not showing tendency to this big project because of the following two reasons:
1. As the project has multiple benefits for Afghanistan, Pakistan will not support from implementation of this big project which can help in security and stability of Afghanistan until both countries do not reach agreement and solve their political differences.
2. Pakistan should be assured that CASA –1000 member countries are not trying to include India in the project.
We will see whether Pakistan has necessary preparation or is serious for implementation of the project in current circumstances or not as execution of the project is implementable in mid-term.
