NPC Approves 14 Procurement Contracts Including Security and Facilitation Project for Presidential Candidates

Kabul (BNA) The 196th meeting of the National Procurement Commission (NPC) presided by H.E Mohammad Ashraf Ghani; the President of Islamic Republic of Afghanistan; was held on Wednesday evening; July 31st, 2019 at the Presidential Palace. At this meeting; 16 procurement contracts were reviewed which resulted in approval of 14 contracts worth 39.4 Million USD; which include the following: - Two contracts for procurement of chemical fertilizer and procurement of cucumber seed and tomato for districts of Farah province; related to the Ministry of Agriculture, Irrigation and Livestock (MAIL); - Two contracts for the support of destitute families in four districts of Parwan province and three districts of Nangarhar province; related to Microfinance Investment Support Facility for Afghanistan(MISFA); - The fiber optic contract for connection of 7 hospitals in Kabul, and 10 provincial public health directorates and regional hospitals; related to the Ministry of Public Health; - The contract for procurement of food items; required by cadre hospital at center and hostels of Nangarhar University and contract for 36 type of food for Kabul medical cadre hospital; related to Ministry of Higher Education (MoHE); - The contract for procurement of two types of meat required by central and regional military units and components including provincial military headquarters on framework agreement basis; related to Ministry of Interior (MoI); During the discussion on the contract of Microfinance Investment Support Facility for Afghanistan; H.E Mohammad Ashraf Ghani; the President of the Islamic Republic of Afghanistan; directed MISFA to simplify their procedures to provide emergency assistance to destitute families and emphasized on comprehensive review of the respected entity. The Ministry of Transport (MoT) presented a request for guidance on evaluation of the contract for construction of Kunar-Nooristan road (Lot II) with 10.7 KM long to NPC; which decided to re-start the bidding process of the mentioned project with the contractors who have had satisfactory performance in Nangarhar and Kunar provinces through restricted bidding process. In addition; the mentioned Ministry requested a tender modification (cost extension) of the Salang Highway Restoration Project; in three lots; which is approved by the NPC. The Common Used Item Directorate of NPA request for initiation of procurement process of clothing raw materials, cable car, 5 set of Genxpert Machine with 8200 cartridges along with 1847 laboratory supplies of tuberculosis detection package; which approved by NPC. The Ministry of Defense request for starting date of delivery of chicken was also approved by NPC. Meanwhile; the Afghanistan Railway Authority requested guidance on the procurement process of the machinery and equipment needed for the operation and maintenance of Hairatan Railway, Mazar-e Sharif; which was approved by NPC. On the other hand; the Capital Region Independent Development Authority requested guidance on contracting with the Afghan Construction Enterprises; which was approved by the NPC. The Ministry of Energy and Water requested guidance to the NPC on the evaluation report of the diversion water tunnel project of Bakhsh Abad in Farah province; which was approved by the NPC. However; the procurement contract for 15 type of food for central and provinces hostels; related to Ministry of Education was returned by the NPC. It was decided to pay cash for students and for better management of this; there should be canteen and café shop in the hostels. At the same time; the Ministry of Finance and NPA was tasked to develop a new mechanism for better management of this initiative and report it back to the NPC. The Ministry of Information and Culture submitted a request for guidance on the restoration and rehabilitation of Kabul Nandara. The NPC approved the termination of the contract and approved the request for new contract with Governmental Construction Enterprises. In addition; DIPL. Engineer Alham Omar Hotaki; CEO of National Procurement Authority; presented the progress report about the security and facilitation project for Presidential Candidates which includes the rent of armored vehicles and Hilux’s, Conexus, medical drugs and other essentials to the Presidential Candidate; which was praised by H.E the President of the Islamic Republic of Afghanistan. In this meeting; beside the NPC members, the officials of National Procurement Authority, the national observers including the National Economy Commissions of Wolasi Jirga, and Mashrano Jirga had also participated.
