NPC Approves 9 Procurement Contracts Including Construction of 377 Mosques in 34 Provinces

Kabul (BNA) Chaired by President Mohammad Ashraf Ghani, the 202nd meeting of the National Procurement Commission (NPC) was held on Monday evening at presidential palace.
In the meeting, NPC reviewed 10 procurement contracts; which resulted in approval of 9 contracts worth more than 72 Million USD; which include the followings: - Construction of 377 mosques in 34 provinces of the country; related to the Operation and Support office of the President for National Development; - Connecting of the post offices of 23 provinces to central post office through fiber optic; related to Ministry of Communications and Information Technology (MCIT); - Procurement of internet services required by different governmental organizations through framework agreement method; - Procurement of 29 types of food items; required by students of Nangarhar University; related to Ministry of Higher Education (MoHE); - Procurement of 67 CCTV cameras and 10 CCTV cameras’ equipment for the new base of Ministry of Interior (MoI); During the discussion on the contract for construction of the mosques in the country; Mohammad Ashraf Ghani; the President of Islamic Republic of Afghanistan instructed the Operation and Support office of the President for National Development; to consider the provision of internet service at mosques and to share the information on progress and construction workflow of mosques all over the country to the people.
In addition; during the discussion on the contract for procurement of 29 type of food items for student of Nangarhar University; the NPC members emphasized on increase of contract performance guarantee and serious oversight by Ministry of Higher Education (MoHE). Meanwhile; the Procurement Common Used Items Directorate of NPA; requested on extension of the 5 sided Memorandum of Understanding (MOU) among Ministries of Defense (MoD), Interior (MoI), Agriculture Irrigation and Livestock (MAIL), NPA, and different Unions which was approved by NPC. During the discussion on this project; H.E the President of the Islamic Republic of Afghanistan re-emphasized on support of domestic products and instructed MoD and MoI to add the seasonal fruits in the nutrition menu of security forces of the country to make optimal use of national fruits.
The Ministry of Education requested the guidance on the contract for print and transfer of 37 million textbooks; which after deliberation; NPC issued the proper guidance in this regard. NPC also approved the Ministry of Transport`s request on termination of the procurement process of the consultancy service contract for supervision of construction of 7km long Kabul-Logar road. The Ministry of Higher Education requested the guidance on non-realization of the previous NPC instructive decision on construction of Medical Faculty building of Herat University; which after comprehensive discussion; Ministry of Finance was instructed to cooperate with the Ministry of Higher Education in designing of the project.
Consequently; the report on realization of the previous NPC instructive decision on procurement of fuel; required by presidential candidates of presidential election 1398 was also approved by NPC. At this meeting; the CEO of National Procurement Authority appreciated the efforts of Mr. John F. Sopko; the Special Inspector General for Afghanistan Reconstruction and his colleagues in strengthening the procurement reform and combating corruption; along with other permanent national and international observers of NPC meetings.
