Jalalabad (BNA) 12 armed oppositions were killed in latest conflicts of Taliban and ISIS terrorist group in east of the country this morning.
The clashes started in parts of Khogyani district of Nangarhar province, so far four other insurgents have been injured.
ANA top commander in east of the country told BNA, in the conflicts, 12 ISIS and Taliban terrorist group have been killed and four others were injured.
According to reports, the clashes of Taliban and ISIS have caused that hundreds families from Khogyani district leave their homes to other parts of the province.

Blast Wounds 12 Civilians in Helmand

Lashkargah (BNA) Twelve civilians were injured in a blast in Helmand province last night.
Six of the injured are children reports say.
A bomb was placed near Gereshk district bazaar and exploded while passing of a large group of civilians from the site.
A security source of Helmand province told BNA, 12 civilians including six children have been injured in the blast.
Meanwhile, doctors in a medical hospital of Helmand reported the health condition of at least 4 injured critical.

Jalalabad (BNA) Seven armed oppositions were killed and at least 14 others have been wounded in clearing operation of Afghan security forces in Shirzad district of Nangarhar province.
The operation were launched with attendance of hundreds of police forces with cooperation of air forces in the province.
ANA top commander in east of the country told BNA, seven armed oppositions were killed and 14 others have been injured.
The insurgents were targeted by air and ground raid of security forces last night.

Kabul (BNA) The 185th meeting of the National Procurement Commission (NPC) presided by H.E Mohammad Ashraf Ghani, the President of Islamic Republic of Afghanistan, which was held on Sunday evening, April 14th, 2019 at Presidential Palace. In this meeting, 19 procurement contracts were reviewed which resulted in approval of all contracts worth more than 36 Million USD (2.76 billion Afghanis). In the beginning, Dipl. Engineer, Alham Omar Hotaki, the CEO of National Procurement Authority (NPA), presented the report on implementation of Decree No. 129 of H.E the President of Islamic Republic of Afghanistan, on accountability of governmental organizations to the nation, which was put into practice by NPA. Subsequently, according to the agenda, the request for approval of the contract for reconstruction & rehabilitation of Archi Canal in Kunduz Province related to Ministry of Energy and Water (MEW), and request on approval of the contract for Hiring of Consulting Services Firm for Strategic Development Frameworks for Five Provincial Capital related to Ministry of Urban Development and Land (MUDL) were approved by NPC. In addition, the request for approval of the contract for procurement of high quality domestic rice required by military units & components of regional corps of border & public protection forces of Ministry of Defense (MoD), and request for approval of the contract for procurement of 106 types of medicines required by Ministry of Interior (MoI) were approved by NPC. Moreover, two requests for approval of the contract for procurement of two types of fuel (Diesel and Petrol) and request for procurement of 13 types of communications equipment required by Technic, Repair, Transportation & Maintenance Directorates of Office of Chief of Staff to the President (OCS) and request for approval of the contract for procurement of two types of Fuel (Diesel& Petrol) for vehicles of Independent Directorate of Local Governance (IDLG) were also approved by NPC. Similarly, the request for modification of the contract (Time and cost extension) with UNESCO organization for technical cooperation and protection ancient area of Aynak copper mine related to Ministry of Information and Culture (MoIC), the request for modification of the contract (Time and cost extension), for procurement of engine oil required by Afghan Telecom Company and request for modification of the contract (Time extension) for reconstruction, construction and asphalt pavement of urban roads in Farah Province with 12.17 KM long related to Ministry of Transport(MoT) were also approved by NPC. The National Procurement Authority(NPA) requested NPC for approval of five-side MoU for procurement of domestic chicken, rice, dairy products and apple required by MoD & MoI for FY 1398 among NPA, Ministries of Interior (MoI), Ministry of Defense (MoD), Agriculture Irrigation and Livestock (MAIL), and Afghanistan National Poultry Association (ANPA), which after discussion and review, was approved by NPC, and H.E Mohammad Ashraf Ghani, the President of the Islamic Republic of Afghanistan, expressed his gratitude for the efforts made by all involved representatives, in this respect. The Central Statistics & Information Organization requested the NPC on decision upon the project for purchase of 650 set of biometric devices with its related equipment which after review and discussion, was approved by NPC. The Ministry of Energy and Water (MEW) presented two requests for guidance on evaluation report of the project for production of plastic and metal pipes, which were approved by NPC. The implementation of previous NPC instructive decision on approval of the consultancy service and analytical studies contract of electricity system & energy sector related to Da Afghanistan Breshna Sherkat (DABS) was also approved by NPC. MoI requested NPC for guidance on discrepancy in cost of industrial enterprise sector and private bidders for procurement of bread required by central and regional military corps of 101, which was approved by NPC. MoD requested on correction of the costs of fifth, sixth, seventh, minimum & maximum amount of first and second sections of the contract for procurement of 17 types of cereal required by its military units and components, which NPC approved the respected requests. Two requests of MoT pertaining correction of contract date for construction of the road from Khwaja Bahauddin district to Yangi Qala of Takhar Province with 28.6 KM long (Beyond Kokcha), part 3 of Takhar Province were approved and MoT was entrusted to present the clear justification on time modification of the contract to NPC. The request on approval for termination of the contract for construction of Shorabak Spin Boldak road, the third section, was also approved by NPC. In this meeting, beside the NPC members, the officials of National Procurement Authority, the national and international observers including the Finance, Budget and National Economy Commissions of Lower House (Wolesi Jirga), the Integrity Watch Afghanistan(IWA), the Special Inspector General for Afghanistan Reconstruction (SIGAR), and Combined Security Transition Command (CSTC-A) of the Resolute Support, had also participated.

Kabul (BNA) At least 3 participants of a wedding ceremony have died and 11 more were wounded in eastern Khost province.
Talib Mangal spokesman of Khost governor told BNA reporter, a man started shooting on a wedding ceremony’s participants in Dargi village, Tani district of the province, in which 3 participants lost their lives and 11 others were injured.
But, an eyewitness told that six people have died and 16 others were wounded following the incident.
Police officials started searching regarding the event.

Kabul (BNA) Afghanistan is in a complicated political and military situation, for going out from this difficult situation, it has required the political elites come together and find a proper way for its solution.
BNA political affairs analyst commenting on the issue writes for going out from the existence of current crisis patience and accepting each other are seriously needed. The government for overcoming the current crisis always tried its best to have the viewpoints of political elites and political parties. Now, the people are mostly talking about conducting peace negotiations with Taliban and Taliban have their own conditions   that can be observed, only via conducting a national session with Taliban. 
For achieving this great aim, Islamic Republic of Afghanistan prepared and presented the program of conducting an advisory session with Taliban to find a reasonable way for the solution of problem.
The consultative session reflects the views and demands of people; therefore, boycotting it, is not justifiable.
Conducting such a session is seriously required.  While Islamic Republic of Afghanistan, sparing no any efforts for holding such a session and trying to have the viewpoints of the masses on developing the current situation, established high reconciliation council in order to put and inform the politicians and elites on the new political developments. Also, such a council has already established but its sessions are not well organized. The problem is this that a number of politicians who have their own views and programs are not well organized and coordinated that further complicated the way for reaching a general consensus.
Separated and group based sessions are not the way for settling the problem, contrary it makes the problem more serious.
The political elites instead of boycotting this or that, or having different views it would be better for them to   have a united view and stance based on national values and instructions of constitution, in order to have a united view in upcoming Doha negotiations among Afghans, talk from one view and one stance.
The consultative or reconciliation council is a source for exchanging views and reflects the view and will of people that should be supported.

Kunduz (BNA) Four armed insurgents were killed in Kunduz province last night.
Mohammad Hanif Rezayee Shaheen 209 army corps told BNA, the insurgents were killed in commando forces operation in outskirt of 8th precinct of Kunduz city.
Ten other insurgents have been detained and a motorbike of them have been demolished in the operation, said Rezayee.

Taliban Attack Repulsed in Badakhshan

Faizabad (BNA) Six armed Taliban were killed in Badakhshan province last night.
Mohammad Hanef Rezaye Shaheen 209 army corps spokesman told BNA, Taliban attack repelled on Tashkan district of that province and they were forced to retreat by inflecting damages.
In the event, six insurgents were killed and six others have been injured and the bodies of the dead are left on the battlefield.

Pul-e-Alam (BNA) The construction work of a seminary school kick off in Logar province yesterday.
Shahpoor Arab education spokesman of Logar told BNA, the seminary school builds in Azra district at the cost of 13 million Afghanis from state budget within nine month.
There are 8 classrooms, two administrative offices, and potable water well, and other necessary accessories in this building, he added.
At present students attend in a rented house for learning knowledge.
He says there are more than 3000 male and female students in 29 schools throughout Logar province, but 29 other seminary schools are still under repair.

Kabul (BNA) 7th National Arghawan Festival was held the other day in Gul Ghondi hill of Parwan with participation of government officials, poets, writers and hundreds of residents of various provinces of the country.
In a ceremony held on this occasion, deputy minister of tourism Sayeda Mojgan Mostafavi considered celebration of the festival as pretext for convergence and lasting peace in the country, adding that Afghanistan was not the home of peace rather than wars and Afghans were not accepting the imposed war.
Meanwhile, participants in the festival asked the government for further effort towards maintaining peace in the country.
“The people of Afghanistan want peace in the country as they are tired of continued war,” Omid, a participant of the festival, said, asking the government to renovate recreational parks in various parts of the country so that people with their families can go and visit such views.
Various exhibitions were also held during the festival in Gul Ghondi.  Despite of all challenges of life, a number of families came to the hill and participated the festival.
They asked for ending the ongoing war in the country.
“I came with my family and attended the festival as Gul Ghondi is a recreational place,” said Mehria, a resident of Parwan.
Another resident of the province Shaista, who has brought agricultural products to sell in the exhibition, said”
“We’re here to sell our agricultural products in this exhibition which will be open for three more days.”
She welcomed holding such exhibitions as she could sell her agricultural products.
National Arghawan Festival is held every year in Gul Ghondi Hill, a place where hundreds of people even foreign guests annually visit and attend the festival.  It is worth mentioning that Red Flower Festival, Grape Festival, Gul-e-Anar and Gul-e-Badam are among festivals that are held every year by the ministry of information and culture.
