Kabul (BNA) The House of Representatives recently giving confidence vote to 11 nominated ministers took a firm step toward ending a notorious being acting minister.
BNA political analyst commenting on the issue writes recently the lower house of parliament voted to 12 nominated ministers, where except Mrs. Nargis Nehan the acting minister for mine and petroleum ministry others succeeded to obtain confidential vote.
A number of political experts, civil society activists and defending women rights severely criticizing the dealing of the members of lower house of parliament to Mrs. Nehan called a discriminatory act against women.
However, the lower house of parliament by giving confidential vote to the other nominated ministers took a firm step for ending the notorious phenomenon of being acting minister.
Working as acting ministers in National Unity Government so far considered as a wide administrative gap and because of it the leadership of the Unity government severely criticized.
The lower house of parliament voted to eleven ministers on the eve of New Year and beginning of financial year where the government should prepare itself for performing great tasks.
On the other hand the new ministers should do their best for improvement of management in their relative ministries and counter – corruption should be at the top of their working agendas.
The members of parliament should remember that they gave non confidential votes for ministers who had not spent their development budget. Therefore, the people expect the expenditure of developmental budget should be at focus of attention of parliament members as before and provide the ground for proper and reasonable spending of the budget and serious monitor the process of it.
On the other hand there are rumors that some members of parliament are interfering in works of ministers and enforce their demands on them; it would better for them to avoid this illegal act and support the government as accountable and responsible delegates of their suffering people.
The people hope their delegates perform good services for our suffering community who are severely in need of such services.

Kabul (BNA) December third, the international day for persons with disabilities celebrated with chanting the slogan of “Toward a persistent and flexible society” across the world.
BNA social affairs analyst commenting on the issue writes December third the international day of disabled celebrated and commemorated in our country where more than one hundred thousand Afghan citizens are suffering from permanent disability with least medical, training and social opportunities.
The disabled in Afghanistan are living in tragic situation. The number of persons with disabilities is said to be more than one hundred thousand. Unfortunately a small number of them have opportunity to use the services provided by state and private organs. The state has failed to put in practice the legal rights of the disabled.
The organs that defend the rights of the persons with disabilities and heirs of martyrs say that among the disabled of the country, only 10% of them are employed and 90& are suffering from complete unemployment, while there are capable and talented people among disabled who can carry out various kinds of works.
The disabled of the country comprehending the regretful security and economic situation in the country not expect more than that the law is determined for them.
According to the Labor Law 7& of state employees should be recruited among disabled, unfortunately the state has failed so far to implement the law in practice.
In section of presenting medical, educational and other social services, still there is no any effective move and program while they talk much about the talented people but little used from those talented people, just because they are disabled.
In spite of that the state considers itself committed to implementing the disabled’s law in practice but failed because of security, economic and political reasons
Beside other issues, the contemptuous views of some members of the society on disabled have severely harmed them mentally.

Kabul (BNA) Afghanistan is in a sensitive and critical political and military situation, to overcome this horrible situation, national and coordinated cooperation and effort severely required.
BNA social and political affairs analyst commenting on the issue writes recently number political and military critics of state holding a session in Kandahar city expressing their views on present situation of the country and the deeds of the leadership of Unity Government even accused some of the authorities of the government of wrong doings.
There is no doubt that Islamic Republic of Afghanistan as a patron of the constitution of the country supports freedom of speech, holding gatherings ,demonstrations and criticism in the frame work of constitution and not only patiently heard the views of its critics but also provided the ground for such programs .
However, what is important is this that the critics of the state should act according to a constructive strategy and program. Their reforming ideas and useful advices will be of most importance for the leadership of the state, but baseless accusations, vilification and scandals will not have any use but baffles public opinions and further worsens the situation.
It would be better the politicians and critics of the state to act as an assistant of the state for settling the problem not a means of pressure.
Studying the situation it becomes clear that Afghanistan to overcome the current problems besides regional gatherings severely needs holding a national conference or session.
Some of the criticisms addressing the state are correct and need to be discussed in a national gathering and find the ways of solution of the problems.
Holding the traditional assemblies in the frame work of constitution is a matter of discussions among the people in these days but holding such assembles should not be used for achieving the goals and interests of certain groups or parties.
It would be better for the critics of state who use the possibilities and facilities provided by the state to support and assist the state in fulfillment of national programs and holding a just and transparent parliamentary election in the country.  Constructive and useful opinions and criticism are audible but sabotage and breach the law would not be tolerated anymore.

Kabul (BNA) President Ghani participated at the eighth session of heart of Asia countries and Istanbul process held in Baku the capital of Azerbaijan insisting on regional cooperation called it very important in the current situation.
BNA political analyst commenting on the issue writes the session of Heart of Asia countries recently held in Baku. The session is a part of Afghanistan’s efforts and initiatives for supporting international gathering in solving regional disputes. 
The session held in time, the situation of the region is critical and the people of the region are suffering from terrorism, extremism, narcotic drugs trafficking and dozens of other barbaric crimes and rivalries, different views and political tension among the countries of the region have made difficult to ensure stability in region.
President Ghani delivering a speech in the session pointed out,” we have gathered in a situation where regional cooperation has never been so important.”
Afghan president determining some of the problems among the countries of the region insisted that the countries of the region should move toward holding a constructive gathering and all countries for supporting peace should come under a single roof and peace negotiations should be held under the leadership of Afghanistan.
Afghan president in his speech once again repeated that Afghanistan to live in peace with Pakistan but the stance of that country is not clear.
He called extensive negotiations between the governments of Afghanistan and Pakistan very necessary. The words stated by Afghan president clearly indicate that Afghanistan as before, insists on regional cooperation and considers holding a regional gathering is a way for settling regional problems.
In this critical situation that not only threats the countries of the region but the entire world, it would be necessary for countries that consider their wins and victories because of support from terrorist and extremist groups should know and accept that they cannot impose such a policy on countries of the region any more, therefore they have to adopt a clear policy. For this reason, president Ghani insisted on adopting a transparent stance by Pakistan and holding talks on the level of governments.
According to political elites, Baku session once again provided a ground for Afghanistan and other member countries of Istanbul process to express their views on regional affairs and problems that prevent restoring peace in the region and came in the result that just unity and coordination among the countries can lead to settling the current problems.
Although there were differences among the views of member countries, but at last they agreed on designing a single strategy for fighting terrorism, extremism and drug trafficking. The participants of the session also introduced Taliban, Al- Qaeda and ARE as terrorist groups and insisted on coordinated struggle against economic crimes.
According the politicians, issuing a joint statement by the participants of Baku session and their agreement on a joint strategy is of great importance. However, what is more important is implementing the commitments made in the statement released at the end of the session. It would be necessary for the participants to establish a monitoring committee for implementing the statement and strategies agreed on in Baku session, this will increase the credibility of the session and attracts the attention of more people to Istanbul process.
