The existing Mass Media Law was published in the official Gazette in 1388 (2009) and is valid to this day. Since its introduction, no proposition has been submitted to the Ministry of Information and Culture by media institutions or other organizations on the modification of the law.
However, the Ministry of Information and Culture took on the initiative itself to modify the law, improving its weaknesses in order to further institutionalize the freedom of speech in Afghanistan. To this end, during the last year the Ministry has been working on the preparation of the new draft, making use of the experts and professionals in the process.
At the ceremony held for the World Press Freedom Day, the Minister of Information and Culture announced that the new draft of the Mass Media Law was ready to be presented to the Ministry of Justice for the due legal processing and the draft had been published in the public newspapers in order to give chance to the media community and the general public to review it and share their opinions on it, before sending it out to the Ministry of Justice.
This news was announced by Azadi Radio, broadcasting from Prague, several times, but surprisingly they added each time that the Ministry of Information and Culture had made delay in processing the law and this should have been done earlier.
It is absurd to make such an accusation whereas drafting the new law was only the Ministry of Information and Culture and its affiliates’ initiative and no other organization had made such a proposition, so as to express their discontent for its perceived delay.
The Azadi Radio’s motivation in broadcasting such a lie is not clear. If such a false propaganda is repeated by ignorance or intention of some of Azadi Radio’s personnel, the Ministry of Information and Culture will use legal actions to prevent it.

Kabul (BNA) the sources of the interior ministry said that ten armed rebels were killed in cleaning up operations of security forces today. Interior ministry press office said to BNA, the security forces in 24 last hours conducted operations in the Helmand, Maidan-Wardak and Khost province in which ten armed rebels were killed one of them wounded and 17 others have been arrested. Quantity of arms, and explosive materials, 2 vest coats, grenades, different mines with 2 motorbikes were seized by these forces. According to another reports, the police forces with discovering of 5 mines which were placed by group of terrorists in the Shahjou of Zabul province and prevented from a bloody event as well. Kabul (BNA) the national police forces in several cleaning up operations have killed two armed Taliban rebels and detained six others in the several provincial of the country yesterday. According to interior ministry press office the national police forces with cooperation of national army, coalition forces, conducted six cleaning up operations in the outskirts of Nooristan, Sarpul, Kandahar, Helmand Zabul and Maidan-Wardak provinces in which two Taliban rebels were killed and six others were detained. Paktia (BNA) tens people have lost their houses in heavy flood in Paktia province last night. The first reports says that in this floods which was occurred in the vicinities of Aryoob Sazi and Samkani districts, 14 residential houses, hundreds of agricultural lands and gardens were destroyed and 14 cattle’s have been perished. According to local in charges, civilians had no casualties in these floods. Dr. Syeed Ali Shah Mosawi head of disaster management committee of Paktia province said to BNA, in these floods, tens of people lost their houses. Farooq a resident of Aryoob Sazi district said to BNA, still no assistance taken place for people of this district, he requested donor foundations to assist them. Nangarhar (BNA) nine armed Taliban militants were killed in clash by NATO and national army forces in Nangarhar province today. In this clash another armed Taliban has been captured. This event occurred when group of armed Taliban militants attacked on caravan of NATO and Afghan forces along the highway of Nangarhar province. Ahmad Zei Abdulzai spokesman governor for Nangarhar province said to BNA. In this clash nine armed Taliban were killed and on other was captured by these forces. Kabul (BNA) a member of Uzbekistan Islamic Party was arrested on charges of terrorist attacks on Logar, Maidan-Wardak and Kabul provinces yesterday. NATO said that this militia wanted to terrorist attack on civil and military foundations of Logar, Maidan-Wardak and Kabul provinces. The identity of this militia is not clear but he was arrested in combined operation of Afghan and NATO forces from vicinities of Syeed Abad district. Zabul (BNA) brother of Taliban nominated governor for Share Safa district of Zabul was arrested with his follower today, according to reports; these militias have been arrested in operation of Afghan and NATO forces in the Koroz area of Share Safa district. Shadi Khan Governor of Share Safa district of Zabul province said to BNA, these militias have role in insecurities of Share Safa district. Kabul (BNA) three NATO soldiers were killed in the east of Afghanistan yesterday. The identities of these soldiers are not clear but they were lost their lives in a blast in the east of Afghanistan.
