Kabul (BNA) The Minister of Information and Culture Dr. Sayed Makhdoom Raheen presided over the session of the Commission on week of proclaiming Ghazni as Capital of Islamic Culture, here yesterday and proposed for committees to look after the issues.
In the meeting attended among others by Ghazni governor Musa Khan Akbarzada, advisor to president, Mohammad Yusuf Pashtun and officials from ministries of defense, interior, women affairs, transport, foreign affairs and national directorate of security, the Ghazni governor in his speech said 70 percent of repairing and rehabilitation of the historic monuments have been completed and the remaining work will be completed by October this year.
Governor Akbarzada also expressed satisfaction over his tour to Nangarhar and talking with governor Gul Agha Shirzai, saying the traders in Nangarhar promised to install 500 solar systems to illuminate the Ghazni city and work for its installation is going on.
Akbarzada also hoped to win the contribution of more provinces during tour and meeting provincial governors to help prepare Ghazni for the festival in 2013.

IEC To Determine Polling Stations Within Week

Kabul (BNA) The independent election commission (IEC) would soon determine all the polling stations and voting centers across the country within week, this was stated by IEC president Fazal Ahmad Manawi here yesterday. 
Addressing a news conference, Manawi said that the personnel of security organs are responsible to ensure the security of voting centers, IEC employees, election goods, observers, voters and candidates. 
He also warned that transparency cannot be ensured unless mentioned points are implemented, saying ensuring security during election can guarantee the transparency in the process.
In the coming elections both the old and new voting cards as well as electronic ID card will be used, he added.

Kabul (BNA) Some elders and influential of Deh Khudaidad, Qala-e-Zaman Khan and Bibi Mehru in their meeting with second vice-president Mohammad Karim Khalili  shared their problems with him.
At the meeting while Nazifa Zaki deputy from Kabul at the house of people was also present, the elders of those regions shared their environmental problems with Khalili and asked government attention towards addressing their difficulties.
Nazifa Zaki talking with respect to the noted problems said that the residents of Deh Khudaidad, Bibi Mehru and its adjacent regions are facing problems in education health, potable water, poverty and joblessness asking government attention toward their problems. 
According to the people’s deputies the road in Deh Khudaidad where around 100,000 families are living there is still in had conditions while the 60m road of the area work on which has been started in 1382 remain incomplete and no organ has adopted measures for its completion.
Meanwhile the girl’s high school of the area having background of 50 years still had no building and the students are pursuing their studies in rented homes.

Kabul (BNA) President Hamid Karzai through a telephonic contact with Khademul Haramain Al-Sharafain HM Malik Bulla Bin Abdul Aziz King of Saudi Arabia conveyed his sympathies over the death of his brother prince Sultan bin Abdul Aziz and the 12th Governor of Riyadh. 
At this telephonic contact representing the people of Afghanistan he presented his sympathies to the Saudi King. 
Royal family, the government and the brother people of Saudi Arabia.  The president also asked peace for his soul, and wished good health and long life for Saudi King for his further services to the Muslim Umma.
Reciprocally, the Saudi King thanked president Karzai and wished prosperity for the people of Afghanistan.
It should be stated that Prince Sultan bin Abdul Aziz who was serving as Governor of Riyadh died at the age of 72 last week.

Kabul (BNA) President Karzai in the meeting with Australian Defense Minister Stephen Smith discussed continued Australian cooperation after 2014 to Afghanistan, transition of security responsibility process, peace process.
Smith emphasizing on the process of security transition from the Australian to the Afghan forces in Urozgan is moving successfully. 
He added that till the end of 2013 the majority of the Australian forces will leave Afghanistan however, Australia will continue its cooperation with Afghanistan in training of Afghan security forces. 
He added that Australia annually will assist the Afghan security forces with 100 million Australian dollars after 20143 as well. 
Smith stressed that Australia will withdraw its forces from Afghanistan earlier than the due date and that the process of transition of security from the Australian forces stationed in Urozgan will complete till end of 2013. 
President Hamid Karzai welcoming the Australian Defense Minister, called signature of the long-term cooperation agreement between the two countries as very important, and appreciated the Australian financial commitments for the Afghan security forces and assured that financial aid of that country will be expended in the right manner for strengthening of the Afghan security forces.

The message notes:
“Please allow me that representing the people of Afghanistan present my sincerest felicitations on the 34th anniversary of victory of Islamic revolution to you and the Iranian nation.
“The Iranian Islamic Republic is a friendly and brotherly nation of the people of Afghanistan having common religious and linguistic bonds.  We attach importance to our friendly relations with Iran, and want its further expansion in all spheres.  Once again I congratulate you and the Iranian nation on this great occasion and wish your health and successes.

CM Revises Draft Laws of Mines, Petroleum

Kabul (BNA) President Karzai chaired yesterday the meeting of the council of Ministers at the presidential palace, during which Minister of Foreign Affairs informed the CM over the terrorist attack in Quetta city of Pakistan that resulted in the killing of 81 and wounding of over 200 people from the Hazara tribe and Shiite sect in that city. 
He added that on the basis of reports, unfortunately, some of the Afghan nationals were also among the martyrs and wounded of this incident.
The CM by confirming the statement of the president of Afghanistan in this respect, strongly condemned the terrorist attack, called its perpetrators the enemies of peace and calmness in the region, and wished peace for the souls of the martyred and early recovery for the wounded of this incident.
The CM also assigned the foreign ministry so that the assistance of the government of Afghanistan for the relatives of the martyrs and the wounded and the sympathy message of president of Afghanistan is delivered through the Afghan ambassador to the affected of this incident.
As per the agenda, the draft law on mines was presented by ministers of mines and justice and it was stressed that as per the decision of the CM meeting dated 28/4/1391 the draft law on mines and petroleum, has been reviewed and its correction have been applied by the special committee.
The law in 19 chapters and 112 articles, is covering general provisions, duties and authorities, reserved and forbidden sites, awarding of contracts and permissions, regulating fees, taxes on leasing and royalties, protection of environment, investments structures.
The CM members expressed their views about the draft law and they called it as important law for the economic, political and social lives of Afghanistan.
The CM therefore discussed a part of the law and pinpointed its ambiguous parts and due to limited time discussions on the law was suspended for the coming meeting of the CM.
The CM also assigned the Ministry of Justice and Mines to bring about the suggested corrections in the law including assessment of the proposals, specifying the amount of royalty, specific definition of small mines, middle and large, determining of minerals, in the small mines, deletion of application in the middle and large mines and amending them to biding, deletion of transfer of privileges awarded to the contractors, prediction of the ground for upgrading of the capacities of mines ministry in exploration of mines, correction of bidding in extraction of mines from area to the value of mines and refer it to the extraordinary meeting of the CM accordingly.

Two Organizers of Terrorist Attacks Killed

Kabul (BNA) Two organizers of terrorist attacks killed in a joint military operation in Kunar province.
NATO said Mulla Mahmoud and Mulla Rashid blamed for dozens of terrorist incidents such as killing of a US soldier last year in Kunar province.
BNA quoting NATO report said they were targeted by Afghan and NATO forces in their hideouts in the relevant areas of Khazi district last night and lost their lives.
It has been said the terrorists were responsible for supplying weapons and other military equipment and providing financial support for the terrorists in some parts of that province.
According to NATO report, Mulla Mahmoud and Mulla Rashid while organizing a series of terrorist attacks targeted by Afghan and NATO forces.

Three Taliban Arrested

Kabul (BNA) Three armed Taliban arrested in the relevant areas of Baghlan province last night.
They were arrested as a result of a joint operation carried out by Afghan and NATO forces from the Central Baghlan.
Colonel Ghulam Sakhi Rustaqi police chief of Central Baghlan reported BNA, three Taliban headed by commander Shaikh Ibrahim after one hour operation were arrested along with two Kalashnikovs.
It should be mentioned that two commanders named Mulla Wazer and Mulla Khal Mohammad were arrested in another operation from Borka district two weeks ago.

Sapling Plant Starts

Kabul (BNA) Governor of Kandahar province officially started sapling plants with planting of a number of trees in Hed Gah area of that province.
The trees will plant in various part of that province in close cooperation with animal husbandry and Agriculture department and Municipality of Kandahar province..
Head of the department of Agriculture and animal husbandry said BNA, on this occasion, a ceremony was held in Hed Gah of Kandahar, Toryalay Wesa the governor of that province asked the people to cooperate the government in this program and by planting a tree take an active part in greenery of the city.
According to the Head that department based on the program about a million and one hundred thousand trees will be planted.
