Armed Insurgent Killed In Jawzjan

Kabul (BNA) One Afghan civilian was killed and four others injured yesterday in a mine blast in Trinkot city, capital city of Uruzgan province.
According to security officials, an Afghan police contractor for Uruzgan province was killed and four Afghan civilians were injured in a mine blast.
Uruzgan official said Hajji Mohamadullah, an Afghan contractor for police was apparently targeted by Taliban. The mine was blown with remote control when the contractor was walking home after the prayer in the mosque.
Doctors at provincial hospital of Tinkot said one of the injured is in a critical condition.

Kabul (BNA) Gurbanguly Berdymukhmedov has been re-elected as the Turkmen president by sweeping more than 97 percent of the votes, Turkmenistan’s central election commission says.
Almost all votes are counted and Berdymunkhamdov won a landslide victory in a presidential election with 97.14 percent, the commission said in a statement on Monday.
The election was held on Sunday with the participation of Berdymukhamedov and seven other candidates.
This is a great number and we are happy for this.
Everyone has supported our open election, said Orazmurat Niyazliev, the head of the central election commission.
In 2007, Berdymukhamedov came to power after the death of Saparmurat Niyazov in 2006.
In 1992, Niyazov, being the only candidate was elected as the country’s first president.
Later in 1999, the parliament declared him president for life.

Kabul (BNA) Nearly 850 displaced families in Kabul city yesterday received foodstuffs and fire woods assisted by national office for counter natural disasters, ADRA, RARA with cooperation of German embassy to Kabul.
The stuffs which included rice, sugar, milk, fire wood, coal, cooking oil and tea were distributed to nearly 850 Afghan displaced families in Kabul.
While distributing the stuffs, Mehr Khuda, head of emergency committee for  ministry of refugees and returnees said, The ministry of refugees and returnees with cooperation of two nongovernment organizations have been finally able to provide assistance to nearly 2100 displaced families living under tents in Kabul city.
Meanwhile, Hajji Rahimullah Rahimi , head of national office of counter disaster said, His office is trying to absorb assistance of welfare organizations to the displaced families, adding it is determined that such  foodstuffs and fire wood will be distributed to 200 other displaced families.

Kabul (BNA)  President Karzai chaired a session of council of ministers (CM) at the presidential palace yesterday that discussed delivering of services and instructed the second administrative units in the provinces, the independent local organs department,  the independent commission of administrative reforms and civil services led by head of administration affairs and secretariat of the CM to review the structures of the second government administrative units in terms of work quality, observance of appropriations, tribal composition and delivering of services to the people and report back to the CM in two months time. 
The CM also instructed the minister of public works, to review the course of the road of Kapisa Sorobi through the Gia village of Nejrab district and report on its design to the coming CM session. 
Meanwhile the ministries of education, health, rehabilitation and rural development and other ministries were advised to design reconstruction projects in that village. 
The ministry of information and culture received instructions to align the publication of the National Radio-TV in accordance with the government polices and provision of the Constitution and observe balance of national languages in its programs in the center and provinces. 
Meanwhile, the policy of the government was taken up with the CM by national security advisor and it was stressed that in this policy, 23 instances of the government policies, including the main historic round and the current transformations of the government has been reflected including the economic, social development of the country in the coming five years. 
The CM after debating this advised the government ministries and departments express their viewpoints in relations to the economic, social and foreign and security policy of the country in three days and refer it to the National Security Council and the advisor of the council considering those viewpoints insert corrections and after its finalization refer it to the coming CM session. 
The minister of justice informed the CM on the decisions of the law committee of the CM in the following manner. 
The draft of the law against corruption in the light of provision against corruption has been prepared in 5 chapters and 26 articles. 
The CM after debating it decided that this draft is discussed at the judiciary meeting led by the president of Afghanistan. 
Minister of justice presented the draft of amendment of phase of article 16 of the center for reforms and correction of children that was confirmed by the CM. 
The charter of the Ariana Airlines was presented as well. 
According to the recommendation of the International Aviation Organization basic changes have occurred in its former charter. 
The CM after discussing this confirmed the charter in principle and advised the ministry of justice to bring about essay amendments in the charter and finalize it. 
The minister of commerce and industries, informed the CM on the demand of the embassy of the Russian Federation pertaining to waiving rejection of its shares in the ASTRAS and AFSOTR companies and stressed that due to non-presence of the Russian shareholders the former commerce minister, informed the decision of the Afghan government pertaining to new structure of these companies ten years back while the accounts of the companies have not yet been finalized and the names of the Russian shareholders still remain on the documents of the companies. 
The CM advised the ministry so after assessment of the decisions once again evaluate these issues and carry on legal measures in relations to the shares of the Russian shareholders in the two companies. 
The proposal of the Afghan Red Crescent Society on allocation of USD two million for treatment of 500 children suffering from heart holes by Fatema Gailani director general of the ARCS. 
It was stressed that so far 1950 children having the same disease were treated abroad at the total budget of USD 4.5 million and 1900 other children have registered of which 500 of them due to seriousness of their problems need to be immediately sent abroad. 
The CM advised the finance ministry to allocate for the time being USDI million during the current year for the treatment of the children and the ARCS should prepare the structure for assistance of the ARCS, the government and the people in this respect. 
The members of the Council of Ministers also promised financial aid to the ARCS for their salaries. 
Three international conventions were presented by foreign minister which were confirmed accordingly.

Kabul (BNA)  Dr. Jamahir anwari, minister of refugees and returnees refused the accusation made by head of complaints commission for Mishrani Jirga Dr. Zalmay Zabuli, Anwari said, “I considered the statement and allegations made by Dr. Zabuli as prejudice.” Zabuli in a news conference accused Jamahir Anwari of appointment unskilled and inexperienced individuals as advisors for his ministry. 
The ministry of refugees and returnees asserted general directors and advisors of the ministry have no blood relations with him and rejected all accusations and allegations made against him. 
Dr. Anwari added Dr. Zalmay Zabuli, head of the complaints commission for Mishrano Jirga had to contact with him, adding if Zabuli did so, he would be provided all verifications and proofs. 
Dr. Anwari also said the ministry of refugees and returnees has spent 48% of the development budget of 1389 according to documents provided by ministry of finance.

Kabul (BNA) The high council of the Supreme Court in the meeting led by Prof. Abdul Salam Azimi Chief Justice and acting chairman of Supreme Court strongly condemned the attack on the life of two judiciary personnel that caused their martyrdom. 
It is said that at the attack wife and two children of the judge were also wounded. 
Also a judge of the Nangarhar court was also wounded in the incident. 
The meeting asked peace for the souls of the martyred personnel and patience for the bereaved families of the victims and wished early recovery for the wounded of the incident.

Kabul (BNA) With a majority vote, the Wolesi Jirga on Monday, approved two agreements on cooperation with Turkmenistan and the International Law Development Organization (IDLO). 
The agreement with Turkmenistan envisages increased cooperation in areas of economic, culture, development and fuel extraction. 
The accords were approved after being referred to the lower house of parliament by commissions on international affairs and justice, MP Dr. Jafar Mehdavi told this news agency, the 19-article agreement with Turkmenistan was focused on friendship, respect for each other’s territorial integrity, national sovereignty and cooperation in economic, culture and fuel extraction sectors. 
Among the 128 MPs present, 123 voted in favor of the cooperation pact. 
The accord with the IDLO is focused on cooperation with the Afghan justice sector. 
The pact was approved by a majority of lawmakers. 
Speaker Abdul Rauf Ibrahimi said IDLO would help strengthen the capacity of courts, attorney offices and the justice ministry under the agreement. 
Headquartered in Italy, IDLO has a decade long history of cooperation with the Afghan government, said Mohammad Abda, a lawmaker representing northern Balkh province. He said the agreement would help reform the judicial system.

Kabul (BNA)  The delegations assigned by president Karzai to carry on assessment on killing of innocent civilians in Kunar and Kapisa say that both the military operations in the provinces were carried out without coordination with the Afghan forces and asked the president to prevent the irresponsible actions of the foreign forces. 
It is said that at the end of Jaddi of this year NATO had carried out an operation in Sauki district of Kunar where according to local authorities three persons including a child and a woman were martyred. 
Also the French soldiers on Friday by carrying of an air operation in Nejrab district of Kapisa martyred seven persons six of whom were children and another person suffering mental disease was also killed there. 
Mawlawi Shahzada Shahed member of House of People who was assigned by the president to investigate the Sauki incident in Kunar told the media that during the visit to Kunar he found that Sauki is a border district and that the operation had taken place with participation of Afghan forces however, the NATO fighters without coordination bombed the area and killed three persons and that the NATO asked apology for the incident. 
Hajji Zahir Safi advisor of the presidential office led the delegation to Kapisa province told the media that according to investigations it was revealed that the French forces without any coordination carried the operations in Kapisa and these forces realized its mistakes and asked apology. 
Both the delegations presented their reports to the president of Afghanistan.

Taliban Deputy’s Death Confirmed

Kabul (BNA) Taliban have confirmed Mullah Ubaidullah Akhund, deputy of Mullah Mohammad Omar and former minister of defense for Taliban regime has died in a prison in Pakistan. 
A purported Taliban spokesman Zabihullah Mujahid in a statement sent to media said. “Based on reports delivered to Mullah Ubaidullah’s family, he passed away due to heart disease on 5th March 2010 in a prison in Karachi of Pakistan.” 
The spokesman added it is not yet clear that Mullah Ubaidullah has died due to the illness or was killed during tortures in the prison. 
Mullah Ubaidullah was detained in Jan 2007 in Balochistan province of Pakistan and was put to prison. 
Mullah Ubaidullah was appointed as minister of defense when Taliban controlled Kabul in 1996 and after falling of the Taliban, Mullah Omar appointed Mullah Ubaidullah as his deputy.

Avalanche Perished 100 Cattles In Takhar

Taliqan (BNA) The transportation roads of 14 districts of Takhar province closed since two day back due to heavy snowfall and about 100 Cattles in Gandomak village of Namakab district were perished. 
Abdul Razaq Zenda, head of disaster management office of Takhar said to BNA, except Baharak and Bangi districts, all other districts’ ways have been blocked with the center and villages. 
Due to heavy snowfall, Badakhshan-Takhar road in Gozestan and Dasht Robat blocked and efforts continue by public work department personnel for reopening of the ways.
