Kabul (BNA) A high-ranking Afghan delegation instructed by president Hamid Karzai has started its probe related to killing of Afghan civilians in a NATO air strike. 
The delegation commenced its probes during the meeting with local people. 
It is expected that the delegation will submit its reports to the president. 
According to reports, last Tuesday NATO helicopters launched attacks on Siachoy area in Zheri district, resulted in killing of six children and one aged person. 
They belonged to one family. 
After the incident, NATO said it wanted to target armed Taliban insurgents who were planting roadside mines, but civilians were killed mistakenly in the incident. 
President of the Islamic Republic of Afghanistan has condemned the attack and sent a high-ranking government delegation to probe the incident. 
NATO has regretted over the incident and said they also started probing in this regard.

Kunduz (BNA) A campaign for prevention of violence against women started in Kunduz province on Sunday. 
According to Nadira Gayah, provincial head of women affairs in the province, the campaign was launched by provincial directorate of women affairs and regional office of independent association for advocates’ in the province. 
She said the campaign is to continue for 17 days. 
The source said 70 cases of violence against women have been recorded in the current year in the province. 
Head of women affairs said despite addressing to cases, holding workshops and learning programs launched by relevant organizations, unfortunately violence against women hasn’t decreased in the province.

Kabul (BNA) President Hamid Karzai in a meeting with the Minister of Interior Affairs of Iran and Narcotics Control Minister of Pakistan said that cultivation, production and smuggling of narcotics is a great calamity and Afghanistan needs cooperation in elimination of this ugly phenomenon.
The meeting took place yesterday at the presence of the UN Deputy Secretary General for Narcotics Yuri Fedotev and Counter Narcotics Minister of Afghanistan Zarar Ahmad Muqbel. 
The president added that foreign factors also have role in cultivation, production and trafficking of narcotics, it is therefore necessary that we should jointly struggle against narcotics in cooperation with the international community. 
The president stressed that regional cooperation in elimination of narcotics is vital. 
Fedotev said at the meeting that so far 16 successful joint operations have been launched by Afghanistan-Iran and Iran-Pakistan borders and more efforts is continuing in this respect. 
He added that in order to bring about common understanding among Afghanistan, Pakistan and Iran the sixth round of meeting will be held in Iran. 
It should be noted that the fifth tri-partite meeting of Afghan, Pakistan and Iranian ministers ended in Kabul which will be instrumental in the struggle against narcotics and sharing of information among the sides as well as a decision was taken on preparing a mechanism for struggle against narcotics.

Kabul (BNA)  Initially, as per the decision of Aqrab 30 of the Council of Ministers (CM) the draft of the Second Bonn Conference that to be held on the 5th of December 2011 in Germany was read out to the session by deputy minister of foreign affairs. 
The draft has been prepared in 32 articles was confirmed after some corrections. 
The CM also studied the final results of the assessment of commission on mines affairs pertaining to bidding of Hajigak Iron Mines presented by Minister of Mines. 
It was stated that the process has been implemented in accordance with the law of mines and international standards. 
The minister added this assessment is being made considering all specified standards including the technical ability of the volunteer companies, upgrading income of Afghanistan, increment of investment volumes, acceleration of the processing of mine materials and production of metal, development of infrastructures, creation of jobs for Afghan nationals, protection of environment and measures for development of ultimate process, and the ministry is sure that as a result of this evaluation the bidding of the mines will take place that most of income will be to the interest of Afghanistan. 
The minister added that so far the offers received by six international companies having taken part in the competitions two volunteer companies consortium (Efico) from India is the top of rivalry in (BCD) block and the Kilo gold mines of Canada is in the top for block A.  the assessment indicates that the investment of these companies make around 14.6 billion US dollars and the anticipated income from this source during the 2012 up 2038 will reach USD12.2 billion. 
The CM instructed the ministry of mines and the CM commission in mine affairs to continue their talks based on the specified standards considering all out benefits of Afghanistan with the two companies and obtain the final results to the coming CM session. 
A)  In relations to the regional problems of Kapisa:  The governor of the province was assigned to:
In consultation with the local people, the problem for usage of water from Nejrab for Tagab, finalizing the land issue of residential sites of Tagab and township of officers in Solank and report to the CM, also the vulnerable points of Panjshir river in related regions of Kapisa and propose it to the Presidential Office through the Independent Local Organs Department. 
As regards increment of national police and the public protection unit contact be made with ministry of interior affairs. 
The minister of public health was assigned to resolve the problem of building of 100-bed hospital through the attorney general office and the contractor of the project led by First Vice-President, the ministries of justice and interior resolve procurement of resources for prison of Kapisa with the donor sources and starts its construction. 
The economic committee of the CM should pinpoint its specific views on Gulbahar Textile Company to the CM. 
The ministries of education and higher education should adopt measures for employment of specialist cadres for Kapisa. 
The ministry of energy and water should plan the design of Dalan Sang and Bagh Dara power dam in consultation with ministry of finance in its coming year and the transmission of power from Naghlo Hydro Power plant to that province and take up this issue with the donor sources and also adopt measures in building of Jabul Seraj power sub-station.
B) about Regional Problems of Badakhshan Province:
The ministry of energy and water and finance were instructed to resolve procurement of resources for the power dam of Shurabak with the donor countries and plan of its construction process. 
The ministry of rehabilitation and rural development was instructed to contract work on the circular road facing hard cliffs with the specialized technical companies. 
The governor of Jawzjan was instructed to prioritize and coordinate construction of Rezagan, Argo, Tagab, Keshm, Faiza bad and Ragh with the public works ministry so that construction of these roads started. 
The ministry of agriculture and irrigation within its possibilities dispatch food items and fodder as well improved wheat seed to Badakhshan province. 
The ministries of higher education resolve the problems of specialized cadres of higher education institutions and the scholarships with the governors of the provinces. 
The ministries of labor, social affairs, martyrs and the disabled, rehabilitation and rural development and the governor of Badakhshan province adopt practical measures in relation to the establishment of crafts center in the province. 
The ministries of foreign affairs take up revival of the Silk Route with China and report back on the results of talk to the CM session. 
The ministry of public works immediately starts work on repair and asphalting of Pulikhumri-Doshi road. 
The session ended by praying for prosperity of the people of Afghanistan.

2,400 Families Received Electricity

Charikar (BNA) With generating of a power station, more than 2,000 families in Charikar city benefited from of power energy today. 
This project was completed from assistance of Japan with 10 per cent cooperation of people which power energy has been provided for approximately 2400 families. 
Sultan Ahmad Azizi head of power department of Parwan said to BNA, via this network power station, they provided imported power to residents of Nawabad village of Khwaja Sayaran of Charikar city. 
According to him, currently, work on power supply network continues in the 4th district, Hofian Sharif, Khwaja Sayaran Olya and Sofli, Chekal and Robat villages of Bagram district and a part of Charikar city.
It is said that currently approximately, 60 per cent of residents of the center of Parwan province use from power energy.

Lashkargah (BNA) Several villages of Nawzad district in Helmand province were cleaned from presence of armed militants today. 
Press in charge of Helmand security directorate said to BNA, Korghai, Barghar, Jamshid and Meshat Mast villages of Nawzad district have been cleaned by Afghan and ISAF forces from presence of armed militants. 
2 rifles, a binocular and a set of communication mean were seized by these forces, said the source.

Kabul (BNA) An armed opposition was killed and 7 others were detained by national army police yesterday. 
According to interior ministry press office to BNA, the national army police in joined operation with national security and coalition forces carried out operation in the vicinities of Kabul, Nangarhar and Khost provinces in which an armed opposition was killed and seven others were detained. 
It is said that in this operation, quantity of narcotic and arms consisting of 3 Kalashnikovs, 4 pistols, 13 kg of hashish, 29 kg of opium, 4 kg of heroin and a vehicle were seized by these forces.

3 Taliban Commanders Hold In Helmand

Lashkargah (BNA) Three Taliban commanders were captured in Helmand province yesterday. 
The national army personnel in Helmand province detained three armed commanders of Taliban during operation from Khokaba area, Lashkargah city. 
A source of the national security Dept. of Helmand said to BNA, Mullah Joma Khan, Mullah Abdullah and Mullah Nik Mohammad three armed commanders of Taliban who directed terrorists groups in the areas of that province were detained. 
A PK machine gun, a RDP machine gun, 9 Kalashnikovs, a mortar shell, 2,000 Kalashnikov bullets, 44 grenades,  2 rocket launchers, a rifle and a set of communication mean were seized by the national security forces.   Translated by Suraya-Yarzada

Kabul (BNA) Dr. Hussn Bano Ghazanfar, Acting Minister of Women Affairs, on Sunday declared that 16 day program is to be launched for stopping violence against women. 
Talking the participants in a ceremony held here in Kabul, acting minister of women affairs said the ministry of women affairs started program titled stop violence against women two days ago and will continue to 14 days, adding various parts of the violence will be explained in the program. 
She said everybody is responsible to counter women violence, adding the worst violence is rape, women trafficking and escaping from house. 
In the ceremony, Sayeda Muzhgan Mustafavi, Deputy Minister of Women Affairs also spoke about the program. 
She said the programs are implemented through directorates of women affairs in capital and provinces. 
Meanwhile, acting minister of women affairs opened women handicapped show here in Kabul.

10 Armed Pakistani Taliban Killed In Kunar

Kabul (BNA) Ten Pakistani armed Taliban insurgents have been killed in Kunar province.
According to local officials, ten armed Pakistani Taliban have been killed by Afghan security forces in the province.
According to Colonel Numan Hatifi, an official for 201st Silab corps, the armed Pakistani insurgents were killed Saturday night in a joint operation of Afghan and NATO forces in the province.
The source added the armed Pakistani Taliban insurgents have taken positions in the high peaks of mountains in Maya and Khas Kunar districts when they came under air strikes conducted by NATO forces in the province.
He said the areas have been cleared from the presence of Pakistani Taliban and it is determined that new security posts are to be set up in the areas.
It is worth mentioning that 8 armed militants were killed and 8 others injured on Friday in a joint Afghan and coalition forces in the province.
