Wardak Meets Italian Counterpart

Kabul (BNA) General Abdul Rahim Wardak Minister of Defense in his meeting with the Italian Defense Minister discussed regional and Afghanistan’s issues, especially the Western provinces, development of national army, preparedness for transition of security to the Afghan security forces and success of this process. 
General Wardak said that the Afghan forces are ready to successfully achieve the second phase of the security transition, however, he reiterated on the equipping of national army with the standard arms, to be able to have the ability of ensuring its domestic and external security of the country after 2014. 
The Italian, Defense Minister said that we will cooperate with the Afghan national in the long-term and this cooperation will continue after 2014 as well. 
Both of them assessed the effectiveness of understanding between Italy and Afghanistan in the long-term and they reiterated the continued cooperation to the interest of the region as well.

Kabul (BNA) Dr. Zalmai Rasuol Minister of Foreign Affairs in his meeting with the Italian defense minister congratulated him on his appointment as defense minister of Italy and thanked Italy for its assistance in reconstruction of Afghanistan and sacrifices of the Italian soldiers for ensuring of security in Afghanistan. 
Dr. Zalmai Rasuol said that staying of two kings of Afghanistan in Italy indicates historic ties between the two nations. 
The Italian ambassador expressed pleasure over his visit to Afghanistan and to the west of the country to meet Italian soldiers and pledged his country’s commitments during the process of security transition to the Afghan forces and during the 2015-2024 and added that in addition to the Herat Airport Italy will assist in training of national army officers and cooperate in other spheres. 
He added that the people of Italy loves Afghanistan and understands that a secure and peaceful Afghanistan indicate peace and security in Italy. 
Dr. Zalmai Rasul welcomed the proposal of Italy for conclusion of a long-term strategic treaty with Afghanistan and both expressed the hope that this document will be finalized and signed between the two nations in the near future. 
It is said that the draft of the long-term treaty between two nations was handed by the Italy’s embassy in Kabul to the Ministry of Foreign Affairs of Afghanistan.

Cricket Ground Opened In Kabul

Kabul (BNA) The cricket ground which is expected to cover up to 10,000 fans in one time had been opened which is said to be built in 14 acres of land, with the total cost of $ 1 million paid by the US Agency for International Development (USAID).
At a ceremony attended by finance minister, Dr. Omar Zakhilwal lauded success of the cricket and football teams and wished further success for the national team and under-19 cricket team of the country.
The ceremony was also attended by the minister of economy, Kabul mayor, advisor minister and deputy chief of Afghanistan cricket board, Shahzada Masoud, Care institution reprehensive and many other sport fans hoping further success for the team and calling construction of the sport as too effective in development of sport in the country.
This is the second sport ground to be opened in the capital Kabul, the end of which a friendly competition had been taken place between the national team and the under-19 cricket team.

Kabul (BNA) The chambers of Commerce of Afghanistan expressed concern over stopping of hundreds of Afghan Lorries containing Afghan traders’ goods in Pakistan.
Khan Jan Alekozae, deputy head of the Chambers of Commerce of Afghanistan said that stopping of Afghan traders goods in Pakistan has brought about serious concerns in Afghan markets.
According to Alekozai creating of problems in the face of Afghan trade goods by Pakistan brings in negative impacts in Afghan markets.
Omar Daoudzai, Afghan ambassador in Islamabad in a telephone contact said that after killing of Pakistani soldiers by NATO air attacks, Pakistan has stopped NATO’s goods transport and simultaneously created problems in transport of Afghan traders’ goods from Pakistan to Afghanistan.
He added that creation of tension in relations of Pakistan and NATO has caused that Pakistan stop Afghan goods Lorrie’s movement in Pakistan as well.
The Afghan ambassador adds that despite the fact that Pakistan argues that its tension with the NATO does not affect its relations with Afghanistan, but in reality this argument is not right.
Daoudzai stresses the hope that the present tension between the US and Pakistan ends so that our trade ties with Pakistan turns to normal.
Commerce and industries ministry spokesperson says that we sent two letters to Pakistan and we instructed our trade attaché to resolve this problem.
It is said that on the basis of trade agreement between Afghanistan and Pakistan that country has no rights to create problems towards transfer of Afghan traders’ goods under different pretexts.

Kabul (BNA) The Central Bank is intends to enforce Islamic banking law in all the country’s bands, said Norrullhg Delawari Governor of Central Bank.
He added that the bank has taken some measures in this respect and on the basis of that Islamic banking will be promoted in the country.
He asked all banks to act as before till enforcement of this law, adding that the law will be prepared soon and that a committee consisting of informed experts and Ulema are working on the law.
He also informed the media on formation of dry ports saying that we are in formed the media on formation of dry ports saying that we are in contact with a large Arabic company and this agreement is under assessment.
The aim for forming dry ports is creation of facilities for the traders.
He stressed further that this company still undertake to transfer Afghan trade goods from Karachi and Iranian ports in safe manner to Afghanistan and in the dry port all facilities will be provided.
He also declared the central bank’s support to investor’s projects as well.
He informed the media on dismissing of 20% of Kabul Bank loans as work on finalizing the loans of the band is continued and it will be finalized in the coming five years.

The messages note that I am pleased in representing the people of Afghanistan in conveying my sincerest congratulations on the national day of Japan to you and the friendly people of Japan and hope that the people of your country attain more progress. 
The people of Afghanistan appreciate the efforts of the Japanese government towards reconstruction of Afghanistan and in realization of peace and stability in Afghanistan and praise it heartedly. 
We are desirous that the cooperation of friendly people of Japan continue in the future and I wish good health and long life for you. 
According to another report, Dr. Zalmai Rasul Minister of Foreign Affairs dispatched a congratulatory message to the Minister of Foreign Affairs of Japan as well congratulating him on the national day of that country. 
The message also praised the cooperation of Japanese government to the Afghan people.

New Appointment In The Central Bank

Kabul (BNA) In accordance with the proposal of the Central Bank and approval of President Hamid Karzai Khan Afzal Haddawal has been appointed as deputy governor of the Central Bank. 
He was introduced to the employees of the Central Bank by Noorullah Delawari Governor of the Central Bank.

Kabul (BNA) President Hamid Karzai has strongly condemned the terrorist attack in Kandahar in which the cultural advisor of frontier and tribal affairs ministry Abdul Baqi Raghbat was martyred. 
The message to this end adds that the enemies of the people of Afghanistan Monday night had carried a terrorist attack in the Shekarpour area of Kandahar city targeting Abdul Baqi Raghbat and martyred him. 
President Karzai said that Shaheed Abdul Baqi Raghbat as a cultural personality and patriot has served his people in different areas and since the enemies could not afford his services, they martyred him by a terrorist attack on him. 
The president adds that martyrdom of Abdul Baqi Raghbat if part of the serial killings of influential and tribal elders that is taking place as plot of enemies of the people of Afghanistan that is being continued for some time. 
Saddened over late Abdul Baqi’s martyrdom, the president conveys his deep sympathies to the people of Kandahar and his bereaved family and wish peace for his soul.

Kabul (BNA) First Vice-President Marshal Mohammad Qaseem Fahim inaugurated the three-day working workshop for assessment of draft criminal law and other related laws in Kabul. 
Dwelling on the importance of law in the human society Marshal Fahim said that organizing human lives comes as a result of compiling and enforcing of laws in the society. 
He added that in case laws in human society is prepared at the will of small groups and powerful this will affect the overall people of that society and this also brings in cruelty and misuse of others rights and calmness of the people. 
Domination of individuals and usage of law to the interest of a small political group was experienced by our people and we should avoid this in the new era. 
He added that the Afghan criminal code requires reviewing and we need to organize it in accordance with the international conventions and other existing world laws. 
He asked the participants of the lawyers to work on the basis of sacred Islamic Sharia and propose amendment to the criminal code of the country so that its shortcomings are avoided. 
Habibullah Ghalib minister of justice said that the law on criminal code structure-wise a difficult law and has its connections with the country’s Constitutions with the country’s Constitution and other laws and there is need for focusing much attention on it.  
Prof. Gul Rehman Qazi head of the supervision in realization of the constitution, Azizullah Ludeen, head of the administration for supervision strategy in the struggle against corruption, Noor Habib Jalal deputy head of the attorney general office and General Mado of US embassy also spoke in the meeting.

Kabul (BNA) Aricle1:
On the basis of urgent need, I sign the transfer of prisons and captivity homes from the organizational set up of justice ministry and its merging with the ministry of interior that has been reiterated the resolution (29) of 2/8/130 of the Council of Ministers, the amendment of some part of the law attached with this decree in accordance with the provision of article 7 of constitution.
Article 2:
The minister of justice and the minister of state for parliamentary affairs are instructed to refer this decree in 30 days time from first session of the National Assembly.
The decree is enforced from the tie of its signature along with the resolution and amendments and it should be published in the official Gazette.
