Afghan-Iran Sign Petroleum Pact

Kabul (BNA) The Iranian ministry of petroleum and the ministry of ecommerce and industries of Afghanistan by signing of this agreement committed themselves to export one million tons of petroleum products annually to Afghanistan. 
The products include petroleum, gas, fuel for aircrafts and benzene. 
The agreement was signed by Ali Reza Zaiefi Director of National Company of Palaiesh and Promotion of Petroleum Products of Iran and Anwarul Haq Ahadi Minister of Commerce and Industries of Afghanistan. 
Zaiefi said that around 60% to 70% of the agreement is petroleum and gas, and 25 to 30% Benzene and 10% is aircrafts fuel and its prices are specified on the basis of international markets. 
He added that considering the domestic needs of these products, surplus products will be exported and we hope that from the start of the coming year with completion of refineries in Iran export of such products would increase. 
He stressed that we exported petroleum products to Afghanistan in the past as well however, export of Benzene and fuel for aircrafts would start as of the coming year.

Kabul (BNA) Second Vice-President, Mohammad Karim Khalili met with the cultural advisor of President of Iran who is visiting Afghanistan at the head of a delegation of that country. 
At the meeting during which Abdul Hamid Nabizada head of the national library of Iran and Sakhi Munir head of the national archive of the country were present, Dr. Ishaq Salahi head of the documents and national library of Iran, talked on the importance of reconstruction of cultural centers, preparedness of his country to assist the government of Afghanistan in equipping of public library and national achieve of Afghanistan in digital systems. 
He added that Afghanistan possesses cultural riches and the public library and national achieve are some of the richest cultural centers in the region. 
He stressed that equipping of those cultural centers can better introduce the culture and civilization of this country to the world. 
He also promised that Iran will cooperate with Afghanistan in construction of the Afghan public library. 
Khalili in the meeting appreciating the cooperation of Iran called reconstruction of the cultural centers of Afghanistan an important priority of Afghanistan. 
He added that Afghanistan is an important cultural and historical zone at the world level and the riches of this zone not only belong to the present but future generation and these need to be equipped with the modern systems. 
Khalili asked the head of the national archive and public library so by using this cooperation of prepares specific programs for equipping, development and modernizing of those centers so that the interested people make utmost use of richness of them.

National Income Increases To Afs 15b

Kabul (BNA) The national income compared to 9 months of last year has increased to Afs 15 billion, said Aziz Shams a spokesperson of finance ministry. 
He added that the income for the nine months shows Afs 71.4 billion Compared to the same period of last year which was Afs 57.7 billion. 
The income is derived from custom taxes, income taxes received from the government ministries and departments. 
He attributed the increase to the implementation of laws, amendment in some sections of laws, created facilities, system of internet in custom houses, transparency, struggle against corruption, upgrading of working capacities in the government departments and realization of the government ranks system.

Kabul (BNA) President of the Islamic Republic of Afghanistan, Hamed Karzai told a number of Kuwaiti media that US wants to open an office for the Afghan government armed oppositions in Qatar country in order to strengthen peace and stability in Afghanistan, his office said. 
“We are fully agreed for the decision, however we had preferred Saudi Arabia  or Turkish country in this respect”, a presidential press office statement quoted him as saying. 
The statement said the president addressing a number of Kuwaiti media such as Al-Qabs, Al-Seyasa, Alwatan and Kuwaiti society press said Afghanistan was fully interested to have the armed oppositions with an exact address in order to practically take step towards peace negotiation with them. 
No disorder and mayhems would be faced by the people of Afghanistan even after the international troops withdrawal from Afghanistan by 2014, the statement quoted. 
The president once more asked the international community to help train and equip the Afghan troops in order to could be able to take security of the country by their own.

Kabul (BNA) The economic committee of the council of Ministers led by Mohammad Karim Khalili, Vice-President held yesterday. 
As per the agenda, the meeting discussed transfer of woods from Kunar and Nooristan and prevention of cutting of forests of these regions and implementation of development projects and the challenges, as well as the draft of the contract of cement of Herat province. 
Deputy ministers of interior, finance, agriculture and irrigation, commerce and industry and high administration for supervision of strategy for struggle against corruption, Kunar governor and representative of commerce and industry were assigned to organize a meeting led by minister of economy and prepare a specific proposal for prevention of forests of the stated provinces and the transfer of existing woods from those provinces. 
Meanwhile, problems and challenges on implementation of development projects were assessed and it was decided that this issue be evaluated once again at the coming meeting of this committee and the result of assessments be presented to the Council of Ministers session. 
Meanwhile the draft of the contract of cement factory of Herat was confirmed and asked that a progress report of the cement factory of Dahane Ghuri be also presented to the committee meeting.

Kabul (BNA) Some elders and influential of Jaghuri district of Ghazni met with Mohammad Karim Khalili second vice-president and shared some of their environmental problems with him. 
While a deputy of the province at the House of People was also present the elders asked for addressing their problems. 
They called the actions of police as inappropriate and asked for improvements in this respect. 
Khalili assured the elders that their demands will be addressed and the government departments achieve their tasks on the basis of the enforced laws and taking in mind serving the people.

Foreign Minister Condoles Polish Soldiers Death

Kabul (BNA) A sympathy message has been conveyed on behalf of Dr. Zalmai Rasul Minister of Foreign Affairs addressed to Minister of Foreign affairs of Poland on the death of five Polish military personnel in an explosion of street mine in Ghazni province. 
The message conveys deep sympathies over the death of five military personnel of Poland in an explosion of street mine in Ghazni to the minister and families of the victims and their friends. 
The people of Afghanistan shall not forget the services of the Polish military in ensuring of security and welfare of Afghanistan.

Dr. Zalmai Rasoul Arrives In Herat

Kabul (BNA) Dr. Zalmai Rasoul Minister of Foreign Affairs in his first round of his provincial visits arrived in Herat and he was welcomed by Governor, head and members of foreign ministry branch, and other heads of provincial departments. 
The minister met with the head and members of foreign ministry branch and the consulate representatives of foreign countries in the city, provincial authorities, elders, influential and students of Herat University and latter visited the shrine and monuments in the city. 
During the meeting Dr. Zalmai Rasoul discussed varying issues with them and had separate meeting with the general consuls of foreign nations in the city as well as the PRT teams of Italy there. 
It is expected that he deliver a speech to the Herat University describing the foreign policy and international issues to the lecturers and the students.

Kabul (BNA) President of the Islamic Republic of Afghanistan Hamid Karzai at a meeting with Al-Azhar religious scholars who are engaged in teaching in different madras’s in Kabul said, Islam is the religion of moderation and justice asking them to extend the message all over the world, his office said. 
A statement issued from the presidential press office quoted Karzai as saying that this was the duty of the Muslims across the world to protect their holy religion from any infamy, violence and extremism and introduce it as the religion of justice, sympathy, moderation and affability, not the religion of extremism and violation. 
Related to the relation between Afghanistan and Egypt, he said that it return to centauries back adding that the Afghan religious figures were mostly educated in that country and the Afghan revolutionaries were mostly respired from the Egyptian soil, the statement quoted. 
He lauded the relation between the two countries and called it a pride for the people of Afghanistan asking for expansion of the relation between the two nations further than ever. 
“Your presence in our country is the indicator of a good well for Afghanistan.  Your were with us during the jehad of the people of Afghanistan teaching knowledge and other problems as well as today in development of Afghanistan that is the matter of pleasure for us”, the statement said quoting the president.  Representative of al-Azhar University in Afghanistan, Shaaikh Abdul Muhsen Ibraheem spoke on the brotherhood and unity among the Muslims of the world and hoped peace and stability for Afghanistan.  He asked the president to party a visit to that country and meet with Al-Alzhar Sheikh.  Meanwhile, Deputy Islamic Studies for the Ministry of Education, Dr. Shafeeq Samim said up to 189 Afghan students were involved in education in the Egyptian universities and Al-Azhar University, the statement quoted.  As a result of Sheikh of Al Azhar attention, a university was built in Kabul and three other universities would be opened in Jalalabad, Herat and Balkh provinces.  This is worth mentioning that the work period of the said Islamic lecturers had been concluded in Afghanistan and they would return their country and fresh lecturers would be dispatched to Afghanistan by the Al-Azhar Sheikh.

Kabul (BNA) President Karzai in his meeting with some specialists of civil departments said that the safety and the hopes of employees of government to future, forms the main condition of development of civil services in Afghanistan and I am trying till ending of the presidential term of office to stabilize civil services through legislations and lawful foundations in Afghanistan so that those serving in Afghan civil service, be safe, progress qualification-wise and have privileges that after retirement live in comfort in Afghanistan.   
At the meeting the president added that despite the fact that still the government does not possess reliable and safe civil service but you are the example of real progress in Afghanistan. 
He told the specialists that you are important segment of civil services and you can become the main pillar for civil services in the country. 
Recalling the system of civil services of Britain and India where educated people are attracted through test in the government departments and by change of government they remain in their duties. 
He added that civil service does mean that our people should enter the government through tests and they promote in accordance with the law and they should have legal safety. 
Dr. Mushahed Ahmad chairman of the independent commission of administrative reforms and civil services described the importance of the MCP program for management and added that the capacities be utilized properly so that their management is improved. 
Ruhullah Osmani general director of management of the commission’s programs said that the capacity building program in reality is the policy of the government towards professionalizing of administration so that development take place by the Afghans and this program should serve a motive of change and creation  effectives in the Afghan administration. 
He added that under this program around 200 specialists have been attracted in 26 government departments and more than 70 of them have PhD and others have Masters Degrees and we intend to attract from 300 to 500 more specialists in the administration in the future. 
Emal Marjan representing the specialists assured the president that this country’s sons with meager salary serve better than the foreign specialists. 
At the end it was proposed to the president that the Afghan specialists and the leadership of the Afghan specialists in the development of the country be supported.
