Herat (BNA) The council of Ulema or religious scholars in western region of Afghanistan has denounced the fatwa or religious decree of Pakistani Ulema council as the voice of ISI and politically motivated act.
In a meeting held here yesterday, Shikhul Hadith Mawlawi Khuda Dad Salih the head of religious council in the western region denounced the remarks of Tahir Ashrafi the head of Pakistani Ulema council as a breach to Islamic teaching, saying suicide attack is Haram or forbidden in Islam and Islam does not allow anyone to commit suicide.
Tahir Ashrafi in his fatwa issue last week advocated and endorsed suicide attacks in Afghanistan and said it is lawful for Taliban militants to conduct suicide bombings against Afghans in their country.  Ashrafi supported suicide bombings while the grand Mufit of
Saudi Arabia, Shikh Abdul Aziz in his fatwa described suicide attack as Haram, saying Islam does not allow anyone to carry out suicide attack in no part of the globe.

Agreements worth $117 million signed

Kabul (BNA)  The documents of four projects with the total value of USD117 million was signed by Dr. Zalmai Rassoul Minister of Foreign Affairs and the Japanese embassy in Kabul.
On the basis of this agreement standing ground for planes will be expanded and the power system in Kabul airport will be further expanded.  Also, attention will be made on improving the roads, water supply of New Kabul City to be constructed and USD 34,6 million will be provided to finance ministry for purchase of petroleum products.
Talking at the signing ceremony Dr. Zalmai Rassoul said that Japan after the US is the biggest donor to Afghanistan in the past one decade and most of this country’s aid has been focusing on strengthening of government foundations, reconstruction and peace building.
He added that the Japanese aid will be expended in four areas and it is considered of valuable importance.
The Japanese ambassador said that the aid provided is in addition to the USD3 billion committed by Japan for Afghanistan at the Tokyo conference, the document for which was signed today.
He added that last week Japan has signed another agreement with the value of USD 200 million.  He   assured that the Japanese people and its government remains on the side of the people of Afghanistan.

Kabul (BNAS)  Dr. Sayed Makhdoom  Raheen the minister for information and culture has evaluated the performances of the heads of departments in the ministry.  In the evaluation process where in the performances and achievements of 20 chiefs of various directorates in the ministry were reviewed and evaluated over the post one year.  In his remarks,  Dr. Raheen hoped that the process would satisfy those at the helm of affairs.  According to the program, all the 20 chiefs presented their reports about the achievements during the last year and their working plan for the year 1392.  Deputy to the ministry for information and culture in his address described the process as positive for solution of problems in the ministry.  Head of human resources, Rohul Amin Habibi said it is a new program in the ministry and Mohammad Isa Khatirzai the in charge of promotion and capacity building said launching this program helps ensure good governance.

Kabul (BNA)  At the council of ministers meeting of Monday 7 of Hoot confirmed the agreed views of the assigned commission with respect to replacement of addition of 0.25% tax in the customs tariff instead of municipality taxes from the trade goods.
The decision pointed that the municipality in the center, provinces, districts in accordance with the law, can obtain their taxes from the trade goods on condition that they unload their good in those places.
The vehicles carrying trade good on transit basic moving from Kabul or passes from the limitation of the cities, excepting the area they unload their goods, are not liable of paying taxes to the municipality of that particular area where they unload their goods.  The Kabul municipality therefore can obtain its taxes in the four entrance points of Kabul city and other municipalities of the provinces and districts can also obtain their taxes at the entrance points of those cities by their assigned employees.
The municipalities throughout the country should avoid concluding any contract with other individuals for getting their taxes at the entrance points of their specific areas.

Kabul (BNA) Hamid Karzai the president of Islamic Republic of Afghanistan sent congratulatory message to Amir of Kuwait His Majesty Shikh Saba Al-Ahmad Al Jabar Al-Sabah over the national day of Kuwait, yesterday.  In the message, according to the press office of the foreign ministry, the president said Afghanistan attacks great importance to its relations with Kuwait and want enhancing bilateral relations in all fields.
According to another report, President Karzai in a similar felicitating message sent to the king of Morocco, His Majesty Mohammad Shupizam congratulated the country national day.  In his message, the president in the message besides praying for good health and success to the king hoped for enhancing relations between the two nations.

Kabul (BNA) the religious ulama of eastern zone in their meeting with, President Hamid Karzai called the role of religious ulama as outstanding in ensuring of peace and stability in the country.  The meeting was held at the presidential palace and Mawlawi Allah Mohammad Majidi, Qari Mohammad Mirza Torabi, Mawlawi Mohammad Zahir and some others representing the people of Nangarhar, Kunar and Nuristan spokes.
  They emphasized that the ulama who have influence within their society can support the government towards reconciliation and consolidation of peace with the opposition.
They also asked on the warring sides to work on such a mechanism that should not contradict the religious values and ensure the independence and territorial integrity of the country.
They considered peace as a vital need of the society and proposed that the conference of religious ulama of Islamic countries should be held in Kabul and seek a solution for overcoming the present situation.
President Hamid Karzai told the ulama that you have an outstanding role in the society, national unity and promotion of knowledge in the country and asked the ulama encourage the people towards attaining of knowledge and strengthen their unity.  He added that preservation of the national values is the duty of every Afghan and especially those of the religious ulama and asked them like scholars of other countries they should defend their national interests.  He emphasized on this point that serving the people is the duty of the government.  He stressed that the religious ulama should share the present realities with the presidential office so that measures and adopted in the light of those realities.

40 work projects established in Takhar

Taliqan (BNA) 40 agricultural and constructional projects were established in Takhar province. 
As a result of these projects, employment opportunities will be provided for a great number of residents of that province. 
Engineer Mohammad Salim Akbar the head of water resources of Taliqan said BNA, the projects including of 16 retaining wall of Amu River , reconstruction of 21 water canals and a water dam livestock holders and 2 water dams.
According to him, the projects have been established in Taliqan and seven districts of Takhar province. It has been planned the work of the project to be completed within nine month. The project’s cost 8 million dollars paid by energy and water ministry and German development Bank.

3 armed insurgents arrested

Kabul (BNA)  an armed insurgent was killed  three arrested and a quantity of  weapons and ammunition including a vehicle , a motorbike were seized by national army forces.
The 203 army unit personnel in a cleansing operation under the title of Shamsher 1(Sword 1) in the relevant areas of Zormat district of Paktia province seized a PK machine gun, a vehicle and a motorbike from enemies.
According to national defense ministry, the national army personnel also arrested three insurgents along with a Kalashnikov a set of communication in the Baraki Bark district of Logar province.  Meanwhile 5 national army personnel were wounded in explosion in the outskirts of Gereshk district of Helmand province.

Kabul (BNA) 504 jirib of poppy fields were cleaned in Helmand province. 
Interior ministry said BNA, in continuation of elimination of poppy fields in Helmand province, the anti-narcotic police of interior ministry have cleaned 504 hectares of land from poppy crops in the relevant areas of Garmsir, Nadali and Marja districts of Helmand province.
