Kabul (BNA) The recent terrorist incident in St Petersburg city of Russia confirms that there should make no distinction among terrorist groups and the people around the world should fight against this evil phenomenon coordinately.
BNA political analyst commenting on the issue writes recently a bomb blast in St Petersburg city killed 14 people and injured more than fifteen people. What had happened in St Petersburg city is a clear evident that terrorists groups are extending the areas of their activities. If they yesterday attacked New York or Madrid or took the lives of innocent people in London and Turkey or daily slaughter Afghans and Pakistani citizens, today the well-known cities and historical monuments around the world are the main targets of their terrorist activities. The terrorists expanding the areas of their activities are threatening the lives of many people, the menace should be taken seriously; otherwise the consequences would be grave. The executor of the recent terrorist attack of Russian Federation named Akbar Khan Jaliloov of Qurghez ethnic Russian citizen had close relation with terrorist and extremist groups.
The St Petersburg tragic is a clear proof that, terrorism is severe menace for humanity therefore; no one should rely on them and consider them as friends. As the Afghan president rightly and firmly insisted that without any distinction should jointly fought against terrorism and extremism as a worldwide problem, because, terrorism and extremism not only a threat to Afghanistan or the region, but fatal for world community as a whole. Although there is no any city and country safe from the evil of terrorism, but unfortunately, there is still not a single and consorted definition from terrorism and certain countries use it as a means for achieving their goals and implementing their ambitious plans in the region.
It is a clear fact that during the last 15 years and earlier to that our neighboring country made the tribal areas on the other side of Durand Line a sanctuary for Jihad and exporting Islamic revolution to central Asian countries, which Russia considers as its vital interests area. Happily or regretfully the performer of the tragic incident of St Petersburg was a Russian of Qurghez ethnicity. The occurrence of the deadly incident once again proved that Russia is not a safe country; therefore, it requires Russian as world power should fight against terrorists and their sponsor countries truly and honestly, if even they emerge as disguise of friend. It would be better for Russia, like western countries not deluded by terrorists and their supporters and based on realities, join anti–terrorism and extremism forces and fight this ferocious enemy of humanity to the end.

According to experts, Afghanistan government in particular Afghanistan National Disaster Management Authority should have earlier preparation for such possible incidents so that urgent aids should be dispatched to affected families if needed. Representative of Herat people in parliament Naheed Farid considered the main reason of flowing recent floods in the province as un-construction of canalization system and lack of city master plan, adding that residents in Herat city have annually paid dozens millions of Afghani for cleaning and municipality taxes for the past 16 years, but unfortunately no serious attention had been paid to expansion and development of the city. Kabul (BNA) TV is one of the learning sections for youth and teenagers but a number of TVs which regularly screening consecutive serials, lack training and educating programs for children. Yasameen student of Faculty of Literature, Kabul University said, “In majority of TVs there are no good programs for children, youth and teenagers except consecutive Indian or Turkish serials which are against our Islamic rites and cultural traditions.
The MoIC took a positive step and prohibited majority of these serials from TVs. So, adaptable serials with our tradition and religion should be screened and instead of these aliens’ serials useful artistic, literary and learning programs that would lead youth and children to a positive direction, should be screened. In a conversation with our correspondent, chief of Publication Department of MoIC, Najiba Maram said, “In my opinion all these TVs screen good and positive programs for children and youth, for example, Ariana tv screens three times a day very good programs for children. Tolo tv screens the program of 100 seconds which is very useful for children and youth.
All printed or audiovisual media who want to operate, receive a permit from the MoIC and the contents of their programs are assessed by law of media and mass media commission and then permits are issued. If our countrymen complain on screening of certain tv programs which are not acceptable to our people or are against our religious cultural traditions, our department send it to MoIC and Media complaints commission and they decide after precise scrutiny. Ms. Maram added that the publication department has set up a monitoring branch in MoIC that would start practical work soon but we lack recording set. I hope it would be at our disposal. Talking on the operating number of tvs throughout the country, Ms Maram, said, “Totally 166 tv stations are operating including 41 tvs in Kabul. All of them have received legal permits from the MoIC, as 24 tvs have not received permits yet. We are against any violation of article 45 of law of media. She added, when a media or tv refer to our department to get frequency we study their application and sent them to MoCIT to get frequency.

Kabul (BNA) President Mohammad Ashraf Ghani on his official visit to Australia has tried to attract attention of the country’s officials to expansion and extraction of Afghanistan mines.
Based on reports, signing an agreement worth $ 320 million between Australia and Afghanistan was President Ghani’s key programs to the country. The two countries will co-operate on infrastructure, education and employment of women and girls, agriculture and water management, training of Afghan civil servants and anti-corruption initiatives. Also, Geoscience Australia will work with Afghanistan mines ministry to improve the management of energy, mineral and water resources. Afghanistan is rich in natural resources. Based on US geological report, Afghanistan’s untapped mineral wealth is worth at least $3 trillion. Therefore, by making use of its mineral wealth in a better way, Afghanistan will become a stable economic country in the region.
Currently, Afghanistan economy depends on foreign aid. A considerable part of the government’s annual budget is provided by foreign aids, while the country’s domestic income has very limited role in general budget of the country. According to most of experts, extraction and expansion of Afghanistan mines and minerals can reach the country to self-sufficiency, so government should take long-term programs for extraction and development of mines in the country. A considerable portion of the country’s mines and minerals is untapped, while small part of mines is in hands of local mafia and armed insurgents and the government gets inconsiderable income which is very low and nothing.
President Ghani’s visit to Australia was Afghanistan government’s continued efforts towards absorption of the international support from extraction and development of the country’s mines and minerals. Previously, President Ghani in a telephone conversation with US President Donald Trump had asked the US for investment in mines sector of Afghanistan. During Hamid Karzai’s government, efforts had been made in this sector and even agreements signed with various countries as China, India and other countries, but no considerable development has been made in this regard. It is considered that extraction of Afghanistan mines and minerals has faced with a range of basic and fundamental challenges which have caused that foreign countries did not show interest and tendency for investment in this regard despite that the country is rich in natural mines and minerals. A number of countries including China, taking steps in this regard, have been facing with serious problems and not able to execute their programs in a good way due to a range of problems.
Increasing insecurities is another main problem which has caused that no country has shown serious tendency for investment in extraction and development of Afghanistan mines sector as there is no guarantee for protection of foreign investment in the country in an insecure environment; therefore, intendancy in this sector is completely natural and common. Other problems in this sector are lack of necessary infrastructures and energy, lack of professional experts, lack of sufficient and necessary laws, mismanagement in mines-related organs in particular ministry of mines and petroleum. Consequently, it is not simple to attract the attention of foreign countries for investment in mines sector of Afghanistan unless the respective problems and challenges are addressed. Undoubtedly, any positive mobility towards extraction of Afghanistan mines and minerals will be effective only if such obstacles and problems in this regard are solved.

Kabul (BNA) The goal behind President Mohammad Ashraf Ghani’s visit to three countries of Australia, Indonesia and Singapore is attracting of investment and aids of these countries.
During this visit the president would try to seek ways to use their experience, and resources for improvement of Afghanistan agriculture, mines and irrigation and encourage their traders and businessmen to invest in Afghanistan. Australia, Indonesia and Singapore are also interested to invest in Afghanistan but the main obstacles ahead these countries are insecurity, corruption and weak leadership of certain ministries. These three countries want to invest in those places that enjoy full security, low level corruption and led by qualified leaders who would be capable to make marketing for attracting global aids. At present over ten Afghan ministries are led by acting ministers whose ministers failed to spend 50 pc of their development budget and were disqualified by the house, but so far new nominees have not been introduced to get vote of the confidence of the house.
President Ghani signed an agreement of US $ 220 million aids for development projects with Australian Prime Minister Malcom Tramble. Not only in economic development projects but Australia would continue its aids to military fields too. Australian authorities have announced that they would continue their support to Afghan security forces within NATO framework until 2020 and in current year Australia would supply 34000 explosive demolition equipment to Afghanistan.
The Afghan government should take steps to speed up war on corruption to decrease corruption to its lowest possible level in a short time to attract global aids and investment. Because the world community also wants to increase its assistance with Afghanistan parallel to decrease of corruption and introducing of basic reforms. With taking over of NUG, the act of acting ministers continued and several ministries were led for long time by acting ministers. But now these ministries should be rescued from acting ministers and qualified individuals should be nominated and introduced to the house to attract the Afghan people as well as global trust.
The president and CE should only and only think on miserable living condition of our afflicted people and appoint qualified ministers to rescue people from present problems in sincere coordination. President asked Australian, Indonesian and Singapore to continue their economic-political support beside mines extractions, agricultural and irrigation projects. President Ghani asked these three countries to contribute in Afghan waters’ and mine extraction at a condition that at present over 70 pc flowing waters go to neighboring Iran and Pakistan and Afghans cannot exploit them despite of urgent need. Most Afghan mines located in insecure areas and it has been said that the armed insurgents exploit them for improving of their financial capabilities. Beside that several precious stones mines also situated in these volatile regions and armed insurgents and local influential warlords extract and exploit them illegally for their private interests.
