Kabul (BNA) Commemorating World Tuberculosis (TB) Day at the Serena Hotel, Dr. Suraya Dalil, Acting Minister of Public Health (MoPH) with the Chair of the Afghanistan Stop TB Partnership and WHO stressed the importance of continued support for Afghanistan’s TB patients, a statement said.  The Minister reminded that TB was a curable disease, linked to poverty, malnutrition, stress and other psycho-social disorders highly resulting from insecurity, a public health ministry statement said.  According to the statement new Afghanistan statistics for 2011, from WHO were presented as follow:

. Today, 97% of Afghans have access to the DOTS facilities, compared to 14% in 2000.

. 1,197 Health facilities provide TB control services in 2011, compared to 10 facilities in 2000.

. 242,347 TB cases were treated from 2001-2011.

. Estimated 53,000 new  TB cases annually.

. 28,167 TB cases indentified and responded to through DOTS (Directly Observed Treatment Short) Program, part of the Basic Package of Health Services (BPHS).

. 10,500 TB deaths recorded in 2011.

Afghanistan stops TB Partnership and WHO illustrated how women and children are directly affected by TB. 66% of TB patients are women.  Women with TB are twice as likely to girth.  This year a gender research project has so many women in Afghanistan become TB patients, the statement added.  WHO launched the “Stop TB in my lifetime” campaign to highlight the life of children with TB.  WHO estimates that 10% of all estimated TB cases in Afghanistan are children.   Every day a child dies of TB in Afghanistan, but we can save that life with a daily 3 cent pill.  Last year, 670 children under the age of 15 were diagnosed with TB.  The majority are girls (465 cases).  MoPH, Stop TB Partnership and WHO called on donors to sustain this valiant health program.  To support better training for health workers, for example so they can recognize symptoms in children, or automatically also test children when a parent is sick.  Afghanistan needs more support to actively find TB patients.  The TB associations in Afghanistan of rehabilitated patients must be supported to spread the word about curable TB and help indentify TB in their communities.  Only through a communal response, from the international community to local Afghan neighborhoods, can we spread the good news that TB is curable.  The hard work and commitment of the Ministry of Public Health, the Stop TB Partnership, our local partners and WHO have proven that Afghanistan provides quality health-care for every Afghan Woman, Man and Child to “Stop TB in our lifetime”, the statement concluded.

Kabul (BNA)  Rutric International Organization has offered a medal to President Hamid Karzai of his services and efforts rendered in the field of eradication of polio.  According to presidential office report, head of Rutric International Organization Kelyan Benerji during a meeting held yesterday afternoon offered the said medal to him and lauded the efforts made by President Karzai  for eradication of polio.  The head of the said organization asserted that polio is registered in three countries and Afghanistan is one of them.  This disease is registered in some important regions of southern parts of Afghanistan.  He emphasized that to eliminate this disease the need is felt so a number of individuals especially women be trained, because they can enter easily into houses and vaccine the children.  K. Benerji adds that the international organization of Rutric in consultation with public health ministry of Afghanistan and with cooperation of a number of Indian surgeons would take under treatment those children who suffer from polio disease.  Afterwards, Thanking from offering medal to him, President Hamid Karzai said that campaign against polio is from among important duties in all countries especially in Afghanistan.  The president added that government of Afghanistan had made efforts forever to eradicate this great problem and now, unfortunately some polio cases are registered in some parts of the country.  The Afghan government would make serious effort to eradicate this disease.  It is mentionable that the international organization of Rutric works in the fields of health, education and as a whole in providing better ground for the life of humanity and counter polio is its main aim.

Kabul (BNA) President Karzai chaired the plenary session of the Council of Ministers in which initially the president informed the cabinet on the results of his visit to the Tajikistan at the invitation of president of that country for participation at the Nawruz Festival which has been accepted by the UN as world festival and attendance at the meeting of regional economic cooperation summit in Dushanbe of Tajikistan.  He said that in addition to the head of regional countries representatives of 40 world countries also attended this summit.  He added that while celebrating of Nawruz Festival the leaders of the regional countries proposed that world Nawruz festival of 1393 corresponding with 3014 should be held in Kabul.  The CM in order to better celebrate this festival instructed the ministries of finance, urban development, Kabul Municipality and administration affairs department and secretariat of the CM to prepare a regular plan for better celebration of Nawroz Festival in 1393 considering the location, entertainment programs, exhibitions, traditional festivities, rehabilitation of ancient buildings and other necessary services and report back to the coming CM meeting.  As per the proposal of first vice-president, in relation to traffic jams on the Qala Murad Big Jabul Seraj and traffic load on that highway, the ministry of public works was instructed to start construction work on the Qala Muradbig-Jabulseraj highway as soon as possible.  The CM advised the minister of defense to render necessary cooperation with the ministry of public works in organizing of the NATO procurement caravans through the Salang Highway and prepare a regular program for passage of the caravans in understanding with the NATO authorities and the interior ministry.  The ministry of public works should prepare specified stoppages on the both sides of the Salang Highway for this purpose and this issue should be taken with the NATO for financial resources so that the ministry can start work on those stoppages.  The ministry of defense received instructions’ to facilitate necessary equipment for surgery ward of Sardar Mohammad Daoud Khan Hospital worth USD1.5 million from the budget of the ministry and report back to the presidential office.  The minister of higher education provided explanation on the complaints of the students involved in university entrance exams adding that exams were taken in transparent manner and that of 145.785 participants in exams, 39,850 succeeded and those having relatively high numbers to be given the chance to enroll at other institutions.  He added that the overall capacity for enrollment of students is 40,000 and that the students of Habibia, Amani, Alfath, Abdul Rahim Shahed and Ariana high schools stand on the top of the list of higher institutions in center and provinces. He said that despite receiving higher numbers a number of students remained without any results while the top number for exams was specified as 290 or over this.  Some of the students can be given the chance to enroll at the provincial universities and institutions as the numbers they got can be accommodated in those institutions in provinces and lower than that number have to be enrolled at semi-higher institutions.  He said that in case the students do not agree with the number they are given they can receive the complaint forms up 17th of Hamal when the exams assessment completes.  The CM while confirming the report of Minister of Higher Education considering the growing number of 12th grade students instructed the higher, semi-higher and the higher schools of education ministry to prepare a comprehensive educational reforms and as well as higher education program in the education system and the procedure for exams and report back to the coming session of the CM  the ministry of interior was instructed to undertake serious measures in rehabilitating the usurped land of the universities and higher education institutions especially the Nangarhar University with cooperation of higher education ministry.  The CM also discussed the proposal of the higher education ministry in relation to suspension of procedure for issuing of permit for private higher education institutions till final assessment of those institutions already registered.  The minister of justice informed the CM on the draft law of expropriation.  The CM advised the ministers of urban development, agriculture and irrigation, mines, public works, economy, education, energy and water and the Kabul Municipality to study the draft law and after confirmation of the CM laws committee referred to CM./  the minister of counter narcotics presented the program of food zone in Kandahar, Farah, Uruzgan and Helmand and stressed that this proposal is being prepared in four parts for reduction of poppy cultivation in those provinces including vast campaign for public awareness, aid to alternative livelihood for strengthening of farmers to stop poppy cultivation, creation of projects for access to food, strengthening of law enforcement including eradication of poppy cultivation, launching of vast program for reducing demand to narcotics in consultation with the governors, districts governors inconformity with the prevailing conditions.  The CM after discussion confirmed the program for food zone and asked the ministry to implement the program.  At the end of the meeting cost calculation of 31.53 jirib of excess land plots of late Sardar Abdul Wali located in Char Asiab of Kabul and the sale thereof for the relative of late Sardar Abdul Wali was presented by minister of agri8culture and irrigation.  The CM instructed the ministry of agriculture and irrigation that the land excess of the legal documents of late Sardar Abdul Wali is allocated for school and Teachers Township.

Kabul (BNA) Dr. Suraya Dalil Minister of Public Health opened the first public health national association of Afghanistan. 
According to the in charges of the ministry the journal is being prepared with all international standards and it carried scientific and research articles pertaining to health dimensions in Afghanistan and this will help the domestic and international policy makers so that, with usage prepare practical policies for Afghanistan. 
Dr. Ahmad Shah Salehi chairman of the national public health association of Afghanistan said that this association is functioning for bringing improvement in upgrading health services and its members are professional and educated cadres who are proving assistance to the health foundations. 
Dr. Suraya Dalil called opening of the journal another positive step towards provision of better health services and expressed her views for further improvement of activities of this association.
