Qala-e-Naw (BNA) Cleanup operation started by security forces since last week in Balamurghab district and the surrounding areas of the province, number of areas in the center and around the district were cleared from insurgents.
Khan Jan Zafar member of Badghis provincial council told BNA, terrorists gathered more troops from neighboring provinces to capture the Balamurghab and Abkamari districts, they were targeted by air and ground raids of security forces.
Meanwhile, Jamshid Shahabi governor of Badghis reported from clearing of some regions of the district from insurgents said, he was trying for returning of displaced families to their homes.

Laws Committee Reviews Water Draft Law

Kabul (BNA) Chaired by Second Vice President Sarwar Danesh, laws committee held an extraordinary meeting the other day, during which water draft law reviewed BNA reported.
At the outset, the ministry of justice representative presented the water draft law approved by the cabinet on Hamal 20, 1398, according to the agency.
Management and protection of water resources, fair distribution of water, preparing the ground for effective and sustainable usage of water resources, economic growth through water resources and providing better services to users are among the main objectives of the draft law, BNA added.  During the meeting, officials of the ministries for energy and water, agriculture, rural rehabilitation, finance, water supply, environment and other relevant administrations shared their suggestions on improving water draft law.  Afterwards, the meeting decided that in cooperation with the ministry of agriculture, irrigation and livestock, the ministry of urban development and other related administrations to construct and protect necessary water canals.  Likewise, the meeting decided that the ministry of energy and water is the only organ that will implement water law.  The ministry of justice was once again tasked to present the water draft law to the cabinet for further processing.

Kabul (BNA) Minister of Foreign Affairs Salahuddin Rabbani met Head of the ICRC Delegation in Afghanistan, Schaerer Juan Pedro, in his office yesterday, a MoFA statement said.
Schaerer talked about Red Cross’ challenges and activities in Afghanistan and explained the organization’s commitments for Afghanistan, the statement said.
Appreciating the activities of Red Cross in Afghanistan, FM Rabbani called Red Cross activities important and declared Afghanistan’s support for this organization, the statement concluded as saying.

Kabul (BNA) National Security Advisor (NSA) Hamdullah Mohib met Czech Republic Ambassador to Kabul Petr Stepanek in his office yesterday, a statement from NSA press office said.
Both sides discussed issues of mutual interests, including peace process, holding of Consultative Loya Jirga for peace, the statement added.

Kabul (BNA) During a meeting of Enterprises High Council, Acting Minister of Information and Culture Hasina Safi said that law implementation would follow with transparency, BNA reported on Tuesday.
She stressed that transparency will appear while law is agency added.
Stressing on economizing in expenditures, she stressed that save up in expenditures will help increase the revenues, BNA went on to say.
During the meeting head of Afghan Tour Enterprise presented his entity’s report on functions done in 1397 and explained Afghan Tour’s financial plans for 1398.
At the end, after modification in some points, Afghan Tour’s 1398 financial plan was approved in the meeting.

Kabul (BNA) Chief Executive Dr. Abdullah Abdullah met with a number of elders, influential figures and youth of Sorubi district of Kabul province here at the Sapidar Palace yesterday. During the meeting, the Sorubi district elders briefed CE Abdullah on their problems, saying the recent floods have affected their routine life and caused them to leave their residential houses. They have also reiterated their support of the peace process, asking government to consider voices of people in the process. Thanking Sorubi elders and youth, Dr. Abdullah said government would assist those displaced by the recent flash floods, adding people’s rights to be considered in peace process.

Kabul (BNA) President Mohammad Ashraf Ghani visited Loya Jirga tent on Tuesday and met with leadership and members of the commission to hold peace consultative Loya Jirga, BNA reported.
At the outset, welcoming the President, head of the commission Mohammad Omar Daudzai briefed about holding consultative Loya Jirga and perpetrations taken in this regard. Thanking the ministries of interior, national defense, independent directorate of local governance and other government administrations cooperated in this respect, Daudzai said that Urozgan representatives have already arrived in Kabul and other provinces’ representatives would soon arrive. President Ghani while appreciating the commission’s leadership and members said that Afghans, region and world would see the Jirga’s results. He added we as a united nation have always solved our problems through Jirgas and consultations.
“Afghan women will firmly represent in the Loya Jirga, thus, 30 percent of the participants should be women,” the President said. The President said no one could censor the Loya Jirga and nation’s representatives can freely come up with their views, suggestions and consultations. He clarified that the consultative peace Loya Jirga will change all thoughts one peace into a cohesive discussion, adding national, regional, Islamic and international conditions have been provided for peace and existed limitations have been removed in this regard. He said peace was a dream which has been mentioned sometimes, but it was not expected to be restored and we have witnessed that in our life. At the end, the President visited different sections of the Loya Jirga tent and instructed the relevant in-charges to make effort to take necessary measures on better welcoming the representatives.

ISIS Fighter Arrests in Kabul

Kabul (BNA) A fighter of Islamic State for Iraq and Syria was arrested during a military operation in Kabul province.
BNA quoting ministry of interior reported that, the ISIS member was detained during a military operation conducted by Afghan national policemen in relevant areas of Bagrami district of the province.
According to another report, during military operations several villages have been cleared from being of terrorists in Nahrin and Borka districts of northern Baghlan province.
Three militants were killed, 4 wounded and another was arrested during the military operations.
Two weapons have been seized from the terrorists.

CHARIKAR CITY (BNA) Counter-narcotic drug police personnel succeeded to detain four smugglers in central Parwan province the other day.
Mohammad Salim Noori spokesman of police chief in Parwan told BNA reporter, the smugglers wanted to transfer 29 kgs narcotic drug type of hashish from north zone to Kabul that were arrested by counter-narcotic drug police personnel in Jabul Saraj district of the province.
Investigation has started by police regarding the case, Noori added.

Jalalabad (BNA) The local officials of Nangarhar province rescued 24 ethnic elders in a special operation conducted by security forces in that province.
An official of Nangarhar governor office told BNA, the ethnic elders have been rescued in special operation of Afghan security forces in Chaparhar district.
The ISIS fighters wanted to transfer the ethnic elders to other place, which were targeted by security forces, he said.
Three ISIS fighters were killed and a civilian has been wounded in the clash.
It is mentionable that the ethnic elders were taken hostages by ISIS fighters.
