Kabul (BNA) President Hamid Karzai has assigned a commission to transfer the Bagram Prison fully to Afghan government control within a month time effective today.
A meeting chaired by the President this morning (05 January) heard a briefing by Gul Rahman Qazi, the chairman of the Constitutional Oversight Commission on a report on Bagram detention facility and the condition of its inmates.
The report details many cases of violations of Afghan Constitution and other applicable laws of the country, the relevant international conventions and human rights.
The President re-assigned the same Commission initially tasked on January 9th, 2010 to complete the transfer of the prison from the Americans within one year from January 2011 until January 2012.
In consistence with the previous agreement on the transfer of the prison and all prisoners in foreign hand, the commission was instructed to complete the full takeover process within a month time starting today (05 January) so that any more breach of the Afghan sovereignty can be avoided.
The Commission is chaired by the Defense Minister and consists of Ministers of Justice and Interior, the Attorney General, the NDS Director General, Representative of the Supreme Court and Director General of the High Office of Oversight and shall complete its work within one month and report back to the President.

Kabul (BNA) Taliban for the first time expressed its agreement over creation of a political office in Qatar and asked for release of its prisoners from Guantanamo bay the US said. 
Zabihullah Mujahid the so-called spokesperson of the Taliban, at this statement said that the group had primary talks with the Qatar authorities on opening of its office outside Afghanistan, adding that one of their demands is exchange of prisoners including release of prisoners from Guantanamo. 
It stresses that Taliban in order to reach understanding with the international community is prepared for opening an office outside of Afghanistan and we should have an office for talks outside Afghanistan. 
The statement rejects primitive talks with the US, while the US authorities said that they had talks in autumn with the Taliban delegation led by Tuaib Agha in Doha City of Qatar. 
It is said that US authorities are assessing transfer of several very dangerous Taliban prisoners from the Guantanamo to Afghanistan or to the third country. 
Meanwhile, recently a delegation of Hezbi Islami of Hekmatyar has arrived in Kabul and met with President Hamid Karzai. 
The human rights and civil foundations have their concerns arguing that no lasting peace will be restored without sustainable justice, stressing that in reconciliation with the Taliban the values of human rights and the achievements of the women should not be overlooked.

Kabul (BNA) At a gathering held at conferences hall of higher education ministry its leading body and chairmen of legislative commissions of House of people and senate had taken part. 
The gathering was addressed by acting minister of higher education considering the constitution as the mother of laws. 
At another gathering at the National defense Ministry General Humanyun Fauzi deputy minister of defense, General Amenullah Nooristani, head of legal department. 
Farouq Faker head of the commission for supervising implementation of the Constitution, Mohammad Sedeeq Afghan Philosopher and Mathematician of the country and General Abdul Majid Nayeb spoke on the need for constitution and its role in consolidating rule of law and welfare in the country. 
Also at meetings at six districts of Logar province the speakers reiterated on the need for preservation of rule of law and institutionalization of law in the society and the need for serious actions against those breaking the laws. 
They also expressed their commitments in respecting the Constitution of the country.

Kabul (BNA) Chairman and members of the Baks Shura of Doshi district of Baghlan province and the people of Behsud of Samangan province met with second vice president Mohammad Karim Khalili. 
They expressed satisfaction over meeting Khalili. 
They shared the problems of the Ismailia of Doshi of Baghlan and Behsud of Baghlan harshly affected people of the floods and drought as some of them have been displaced and resided in Kabul city and now they are suffering from lack of shelter, health care and food items and asked for serious attention of the government. 
At the meeting Mohammad Karim Khalili and chairman of the national committee for struggle against disaster said that there exist around 160,000 people  affected by drought during the current year and said that covering all these people are proceeding very well and assured them of addressing their problems. 
He stressed that there exist good opportunities in the new chapter of people’s lives and added that we should be preserving unity strive for consolidation of the new situation in the country.
