Kabul (BNA) An economic protocol on technical cooperation between Afghanistan and Tajikistan is expected to be signed today in Kabul. 
A Tajikistan delegation led by Hakeemov minister of transport of Tajikistan has arrived in Kabul yesterday. 
The Tajikistan delegation attended a preliminary meeting chaired by Abdul Hadi Arghandiwal Minister of Economy and it declared its country’s cooperation with Afghanistan in different spheres. 
Ghulam Nabi Farahi acting minister of information and culture, Ziayee deputy minister of energy and water, Baryalai Hessam technical deputy minister of communication and information technology, Dr. Abdullah Fahim advisor of public health ministry and some representatives of government departments also attended the meeting.

Kabul (BNA) The eighth anniversary of adoption of Constitution was marked in a meeting in rehabilitation and rural development ministry. 
Jarullah Masnuri minister of rehabilitation and rural development talked on the back ground of valuable Islamic laws and called the Constitution the best of all laws and considered its observance the best task towards ensuring of justice in the country. 
Another meeting in this respect was also held at the AHRC in which Eng. Fahim Hakeem deputy chairman of the commission and others called the Constitution a national convention and an important law of the country.

Kabul (BNA) First Vice-President Marshal Mohammad Qasim Fahim met with the members of the Kabul provincial council, during which Nesarudden Baryalai chairman of the Kabul Provincial Council enumerated the main problems of the Kabul and its districts residents. 
He also specified the problems of the prisoners both men and women who for long time are in prisons but their files yet to be addressed. 
He proposed that a delegation from the related foundations including the members of the Kabul provincial council should evaluate the situation of the prisoners, their health status and assessment of their files. 
He added that services projects are not adequate for the Kabul city and its districts and the residents are suffering from shortage of proper roads, potable water, electricity, health clinics, schools and other services and that the local organs should undertake coordinated assistance for the residents. 
Marshal Fahim promised that the needs of the Kabul residents and those of the prisoners of general jail will be addressed and a commission from the related organs will be formed to probe into those issues and seek its solution.

Kabul (BNA) President Hamid Karzai has assigned a commission to transfer the Bagram Prison fully to Afghan government control within a month time effective today.
A meeting chaired by the President this morning (05 January) heard a briefing by Gul Rahman Qazi, the chairman of the Constitutional Oversight Commission on a report on Bagram detention facility and the condition of its inmates.
The report details many cases of violations of Afghan Constitution and other applicable laws of the country, the relevant international conventions and human rights.
The President re-assigned the same Commission initially tasked on January 9th, 2010 to complete the transfer of the prison from the Americans within one year from January 2011 until January 2012.
In consistence with the previous agreement on the transfer of the prison and all prisoners in foreign hand, the commission was instructed to complete the full takeover process within a month time starting today (05 January) so that any more breach of the Afghan sovereignty can be avoided.
The Commission is chaired by the Defense Minister and consists of Ministers of Justice and Interior, the Attorney General, the NDS Director General, Representative of the Supreme Court and Director General of the High Office of Oversight and shall complete its work within one month and report back to the President.
