President Ghani Endorses Draft Amendments Of Population Registration Act In Cabinet Meeting Featured

Kabul (BNA) President of the Islamic Republic of Afghanistan, Mohammad Ashraf Ghani ratified draft amendments of Article 6 of the Population Registration Law, allowing the mention of words “Afghan” and “tribe” in electronic identity cards, his office said in a statement.
According to the statement, a cabinet meeting, chaired by President Ghani, endorsed the draft amendments related to the distribution of computerized ID cards. A legislative decree indorsing the changes was also issued, the second vice-president’s office said. A statement from the VP office said Article 6 of the Population Registration law was about the registration of an individual’s particulars in computerized ID cards. The changes endorsed by the president allow inclusion of the word ‘Afghan’ and one’s ethnicity. Draft amendments to Article 6 were introduced and approved last year by the Cabinet’s Rules Committee, headed by second vice president, Sarwar Danish. After the president’s approval, the draft was referred to the cabinet for final consent. After a year, the draft was referred to the cabinet. Besides its approval by the cabinet, the changes were also upheld by the president through a legislative decree, the statement added. The statement added the draft’s endorsement into the presidential decree removed hurdles in the way of distributing computerized ID cards. The distribution process will be started soon. Earlier, some circles insisted only the Islamic Republic of Afghanistan should be written in the ID cards and there was no need to mention the words Afghan and tribes. Many opined that the Islamic Republic of Afghanistan info-icon should be written in ID cards because other information about holders was saved in supporting database, the statement continued. The cabinet meeting also discussed some key issues, with the minister of justice presenting the financial counters’ draft in 6 chapters and 20 articles, which was approved and the ministries of justice and finance were instructed to set a timeline for issuing of the law, the statement added. The draft on the enterprises, under which the government’s share in development and expansion of national economy was secured, was presented by the justice ministry, which was approved in principal and was asked to be discussed with the high economic council and finalized, said the statement. Some other drafts laws approved by the meeting of the council of ministers, included petroleum and gas drafts to be amended and increased in the related articles, said the agency adding another plan in four chapter and 44 articles related to the academy of sciences was also approved in principal by the meeting
Draft law on non-torture of the suspects, presented by the minister of justice has also been approved in the cabinet meeting in principal, as well and asked for further revision and consideration on the issue under a committee with membership from the ministry of justice, women affairs and authoritative representatives from the national security council, presidential advisor in public relations and strategic affairs and led by the second vice-president. According to the agency, the cabinet meeting also principally approved the draft law of returnees and internally displaced people who had been said to be provided with schools, health care centers and other facilities besides providing them with shelters and practical plans for their reintegration and distributing IDs and other civil documents among them, according to the statement.
