Kabul (BNA) President Hamid Karzai order to realize the contents of his historic address of first of Saratan at the extraordinary session of the National Assembly, issued a decree in which it assigned the ministries and government organs to strive towards good governance, struggle against corruption and provision of better services and inform the CM on their performances.
At the fourth part of this decree the ministry of higher education has been obligated that in finalize mechanism for university entrance exams and presented it for approval to the CM.
Meanwhile, in a period of three months, with the cooperation of the ministry of foreign affairs, assess the problems of the Afghan students studying in foreign countries, and prepare specific proposals and view points for practical solution of their problems and refer it to the CM accordingly.
Also in six months period, ministry should evaluate all the private higher education institutions to see that whether they are functioning under specified standards or they are acting contrary to the legislative documents and the policies of the ministry and whether the quality of education in them are standard or not.
In a period of six months the ministry prepares a specific proposal in respect to teaching in English language at the medical and engineering faculties at all universities of the country as of the beginning of 1392 and report to this end to the Council of Ministers.
And during the six months assess the need for taking of government test from the graduates of the private universities and in case it feels it necessary prepare its specific proposal or otherwise verify its reasons to the CM in this respect. Ahmad Zia Rafaat lecturer of the Kabul University stated in this respect that the expectations that are incorporated in this decree are realistic and logical and what is limiting it is the time specified for the task to be accomplished.
