Council Of Ministers Discusses Report Of International Crisis Group

Kabul (BNA) The western media undoubtedly are not enjoying professional independence and they are being used by the intelligence networks as a means of weakening and psychological war against nations.
President Karzai chaired a plenary meeting of the council of ministers at the presidential palace yesterday.
The council of ministers initially discussed the recent report of the international crisis group on political situation of Afghanistan after 2014 and Dr. Zalmai Rasoul Minister of Foreign Affairs and Dr. Rangeen Dadfar Spanta Advisor of National Security Council presented detailed information in this respect. 
They said that the western media are at the service of the intelligence networks and are deprived of professional independence and are being used as a means for psychological war against the nations.
As it is known the US wants Afghanistan to sign a long-term security agreement with that country. Afghanistan in principle agrees with this agreement but it has some preconditions and does not want to be flexible over its national interests and territorial integrity. 
For this very reason the US by using the press is focusing on a psychological war for attaining the security agreement and the published report and views by the international crisis group is part of this series and it is fully against existing realities in the country.
The CM stresses recently it is witnessed that most of the western reports has no awareness aim but it is aiming at creating concern and distrust among the people of Afghanistan. 
So our people by understanding of the realities should not be deceived by such propaganda and they should know that in 2014 Afghanistan is taking the security responsibility of the whole country and moves towards presidential elections, the security has improved and Afghanistan is taking strong steps towards consolidation of its security foundations. 
This is something that the US and other western countries are willing it as well, so there is no need that for attaining the security agreement pressurizes us from different angles and instead it is necessary that they should assist us about improvement of the process of legitimate government and Afghani process.
As per the agenda, the decree no 45 was assessed by the CM as well.  The 15 working visits of the members of the cabinet and head of the local organs and national environment protection and president’s advisor in technical, construction, mines, energy and water to Parwan, Panjshir, Herat, Balkh, Saripul, Logar, Paktia, Jawzjan, Faryab, Baghlan, Maidan-Wardak, Daikundi, Badakhshan, Ghor, Kunduz and Kapisa was mentioned.
The CM instructed the ministry of public health to supervise health services, quality of treatment, sanitation and approaches of the hospital staffs with patients and presents a report on this to the CM.
The minister of public health presented the draft of the memorandum of understanding of cooperation between Afghanistan and Iran on equipping and management of the 120-bed hospital of Imam Khumaini of Bamyan province.
The CM in respect to decree 45 decided that the management of the hospital should be supervised by the government of Afghanistan and provision of health services by the Afghan and Iranian p[physicians.
The minister for fighter education informed the CM about the national appeal for improving educational order, technical trainings, vocational and employment in Afghanistan. 
The CM decided the deletion of completion of 65% norms for three years numbers of the 12th grade graduates at the university test and advised the higher education and labor, social affairs, martyrs and the disabled and other organs to implement it accordingly. 
The minister of finance informed the CM about the level of 1392 financial budget and the finance ministry was advised to take out ordinary expenses from the government departments and present the final budget to the CM.
The minister also noted the new commitments of donors of Afs 471.5 million at the current year’s ordinary budget of local organs department which was confirmed by the CM.  The minister of communications and information technology and his technical colleagues informed the meeting over the newly designed electronic identity card having Afghani identity.
The CM praised the new design of the identity card and advised the minister of communications and information technology and interior affairs to correct the design and finalize it. 
The CM also confirmed the proposal of the Ministry of Information and Culture in respect to inaugural session in Ghazni city as cultural center of Islamic countries and the city of peace and friendship that coinciding with January 6th of 2013 and instructed the information and culture and foreign affairs ministries to prepare arrangement for the inaugural session in Ghazni city.
