Pulekhumri (BNA) As many as 50 armed oppositions had joined peace process in the northern province of Baghlan province, said Asadullah Shirzad, the provincial police chief. 
The groups were led by commanders Daoud, Nematullah, Mohammad Yusuf and Hafizullah. 
They also delivered 30 arms. It should be noted that two days ago 40 other armed opposition joined the government in the province as well.

Kabul (BNA) A workshop titled preparation for operating program of 1391 was held by world partnership for education in the ministry of education yesterday. 
The workshop was attended by education officials of Paktia, Khost, Nimroz, Farah, Samangan, Kandahar, Zabul, Nooristan, Helmand, Ghor, Badghis and Daikundi provinces. 
In the opening ceremony of the workshop, Afghan minister of education Farooq Wardak said, “It is determined that 55.7 million US dollars will be spent for the improvement of education in the said provinces,” he told the participants the program would be prepared for 55 districts and centers of the provinces so that the ministry could take measures related to the improvement of education. 
The minister praised UNICEF for its assistance in implementation of the projects in the provinces.

Kabul (BNA) A report of the NATO says that in 2011 the ratio of armed opposition attacks had decreased almost 80%. 
The NATO in its annual report most of which is reflecting its mission in Afghanistan including the challenges adds that in 2011 the achievements have been preserved. 
It notes that the year 2010 the achievements have been preserved. 
It notes that the year 2010 showed weakening of the armed opposition attacks, upgrading the military combat skills of the Afghan security forces and its increment. 
The report writer states that the Afghan people access to social services in the increase and the mortality and morbidity rates of the children have been reduced. 
The number of school going students including girls which was one million in 2001 increased to eight million in 2011. 
Parallel with this around 5700,000 refugees have returned from Pakistan and Iran. 
It adds that terrorist attacks have been weakened compared to the 2010 and it indicates almost 80% decrease. 
In Helmand province where one year back was considered as the most dangerous province in Afghanistan the enemy’s attack there has been decreased around 30% and in some of the district it shows almost 80%. 
The report adds that the joint operations of the Afghan and NATO forces have placed the armed opposition under heavy pressures and their attacks were considerably reduced. 
The report argues that there is need more pressure for further weakening of the opposition forces as they are still resorting to advanced and great attacks and they are continuing propagation. 
Considering the fact that the foreign troops are leaving the country at the end of 2014, it seems that NATO is striving for training of the Afghan forces and alleges that progress is seen in the training and upgrading of the combat ability of the Afghan forces. 
The progress in its ability has caused that the transition of security from the NATO start. 
On the basis of agreement between the Afghan government and international community the number of Afghan national army and the national police till October of 2011 should reach the figure of 305,000 and this will be realized with the cooperation of both sides. 
The report adds that compared to the past years now the Afghan forces are improving and they have obtained more advanced equipment and gain better salaries. 
It says that there are 62 training bases in Afghanistan and over 34,000 Afghans are under the training. 
It views that literacy is an important issue among the Afghan security forces in order to make them professional. 
Meanwhile, there is need for more efforts to prevent desertions of the forces so discipline is improved among them. 
The report advises that international community including the NATO member countries must be loyal to their financial commitments and this should be continued after the year 2014 as well. 
It expresses the hopes that one day Afghanistan would stand on its feet but will not be alone indeed and by ending of transition of security the commitment of the international community will not end towards Afghanistan but cooperation and assistance to Afghanistan will also continue after 2014.

Kabul (BNA) Afghanistan signed long-term cooperation agreements with Italy and France. 
The signing of these documents, that with two great countries with big economic and political capacities indicates that Afghanistan despite the positive and negative anticipations is in the focus of global attention after the 2014 as well. 
After the program for withdrawal of the international forces from Afghanistan till 2014 was taken up, it was thought that after completion of withdrawal of the international forces from Afghanistan this country will return to the dark decades and once again the Taliban and its supporters will turn Afghanistan into maneuvering field. 
Thought it is not specific yet that the year 2014 will be the end of foreign troop’s presence in Afghanistan or not, it was thought by some sources that Afghanistan will turn to its past decades and there will be no word of democracy. 
President Hamid Karzai considering these anticipations and concerns after signing of the long term strategic cooperation treaties with Italy and France in respect to assistance of these countries in political, economic, cultural and equipping and training of Afghan forces said that Afghanistan has its order and I am fully confident that Afghanistan will never reverse to its past. 
These assertions indicate that the order of Afghanistan is decisively trying its best to seek the ways and means for elimination of crisis in Afghanistan so that the achievements of the past ten years of the people of Afghanistan and the international community are not wasted. 
Any way the popular order of Afghanistan is endeavoring hard so that in cooperation with the international community after 2014 be in focus and eliminate the crisis in the region as the politicians of the country persistently reiterated that creation of crisis in this region is not to the benefit of any country and the world. 
It is therefore necessary that the regional countries and other think new and prevent confrontations and this way turn this region into an example of cooperation for these countries and the international community at large.

Arms, Narcotics In Discovered Provinces

Kabul (BNA)  Afghan National army forces in their operations launched in outskirts of Maidan Wardak, Kandahar Paktia, Farah and Helmand provinces discovered and seized numerous arms and narcotics which include 3 Ak-47 rifles,15mortal shells, explosives, 50 sacks hashish seeds and 45 kg hashish.
The ministry also said that two ANA soldiers sustained injuries during the operation in Manogai district of Kunar province.

Five Killed Arrested In NATO Raid

Kabul (BNA) Three people have been killed and two arrested in an air strike conducted by NATO forces in Khost province.
It is said after the incident Afghan security forces were sent to the area and it is not yet clear the killed and arrested individuals were civilians or armed insurgents.
According to Captain Abdullah, an official for 303rd Tandr corps, the ISAF forces have conducted aerial and ground operation in Lakan area, resulting in killing three people and arresting two others.
ISAF didn’t say anything related to the incident.

Terrorist Incident Prevented In Kandahar

Kabul (BNA) Afghan police have prevented yesterday from a terrorist incident in Kandahar province.
According to local officials, police have identified and spoiled an explosives laden motorbike in Panjwayee district.
The source said by carrying out the terrorist attack, Taliban insurgents wanted to target once again our innocent civilians, but they couldn’t succeeded.
Separately Afghan police captured a person along with 48 Kg hashish and numerous explosives in Afghanabad district of Kandahar province.
According to police officials, the man was arrested along with hashish and explosives in a police operation in a house.

Kabul (BNA) Marshal Mohammad Qasim Fahim, the first vice president and acting president of the Islamic Republic of Afghanistan yesterday afternoon in a meeting with elders, influential figures and a number of  Kunduz people council considered coexistence of people in Kunduz city as a good example of citizenship and emphasized on preservation of such value. 
The first vice president also said, “Kunduz city is one of the important agricultural and industrial cities of Afghanistan and it has to be further focused in reconstruction sector. 
During the meeting, two elders representing others enumerated the problems of Kunduz people in particular residents of Kunduz city. 
They enumerated the problems as not implementation of city master plan, not asphalting of the city’s roads, lack of hospitals in a number of districts and changing Takharistan high madrasa to Sharia faculty. 
The first vice president and acting president of the Islamic Republic of Afghanistan heard complaints of the elders and promised that such problems would be addressed through relevant organs.

Kabul (BNA) President Hamid Karzai and David Cameron Prime Minister of Britain signed the treaty yesterday in London. 
During the meeting both sides exchanged views on transition of security from the international forces to the Afghans, process of peace, and continued cooperation of the international community especially that of Britain with Afghanistan. 
After the meeting, president Karzai and David Cameron signed the treaty. 
After the signing ceremony, both president Karzai and David Cameroon attended a joint press conference and president Karzai representing the people of Afghanistan thanked Britain for its assistance and cooperation during the past ten years and praised Britain that once again it renewed its commitments for the future of stable Afghanistan in terms of economic reliance. 
David Cameron while welcoming president Karzai said we are for a stable and peaceful Afghanistan because a stable Afghanistan is to the benefit of the entire world and for this very reason Britain is committed to its assistance and cooperation to Afghanistan and after the 2014 Britain will be on side of the people of Afghanistan. 
According to the treaty Britain will continue its assistance and cooperation to Afghanistan in the security, good governance, rule of law, economic development, social and cultural spheres.

Kabul (BNA) After signing of friendship and strategic cooperation treaty between Afghanistan and France, French president Nicolas Sarkozy said that on the basis of this treaty, France will continue its long-term assistance to Afghanistan in education, health, economy and cultural spheres. 
The treaty which was signed last evening by presidents of Afghanistan and France, the French president attended a joint press conference and he emphasized that France will continue training of the Afghan security forces. 
He asked president Hamid Karzai so that the Afghan forces take over the security of the Kapsia province in the future. 
President Hamid Karzai appreciated the hospitality of the French President and expressed pleasure over signing of the long term friendship strategic cooperation treaty with that country. 
He added that under this treaty France renewed its commitments towards continued assistance to Afghanistan. 
President Hamid Karzai conveyed his sympathies to the people of France over the killing of the four French soldiers in Afghanistan and appreciated the sacrifices of the French forces in bringing about security and stability in Afghanistan. 
As regards delivering of the security responsibility to the Afghan forces, he noted that Afghanistan is prepared to take over the security of the country  even before the year 2014, adding that the Afghan forces will take over the security of Kapisa province from the French forces after March of the current year. 
Under this agreement France will continue its assistance to Afghanistan in the spheres of defense, security, agriculture, rural development, health, education, higher education, culture and good governance, rule of law, infrastructure foundations, economy, financial affairs, trade and industry. 
It should be recalled that this treaty between Afghanistan and France is valid for 20 years.
