Helmand (BNA) armed Taliban opened fire on a tribal elder in Helmand province last night.  Haji Abdul Samad was came under attack by armed Taliban and lost his live during praying in a mosque.  In this event the father of the head peace council secretariat office in Helmand was martyred as well.  This event occurred in the Lagri area, Garmsir district.  Ahmad Zerak spokesman of Helmand governor in a contract said to BNA, in this attack of Taliban, Haji Abdul Samad a tribal elder and other person who was father the head of peace council secretariat office was martyred.  According to him after this attack, Taliban fled and investigation started for arresting of them.  Taliban increased their attack on tribal elders and people in this province recently.  In the current year, it is the 7th tribal elder which was martyred by Taliban in Helmand province.  T. Blast occurred in Laghman

Laghman (BNA) blast occurred in Laghman province few minutes ago.  According to reports said to BNA, this blast occurred in the suburb of Mehterlam center of this province.  This blast occurred while passing of caravan of NATO forces in this city.  Eyewitnesses said in this blast number of NATO militaries were killed and injured.  The local authorities said nothing in this regard yet.

An international conference under the title of (The Changing Decade and the role of the countries of the region) was held in Herat city with participation of the representatives of 30 countries of the region and the world including the representatives of US, Iran, Pakistan and India to discuss the developments in Afghanistan after 2014.
BNA commentator writes: The international forces will withdraw from Afghanistan at the end of 2014 under an organized program. In this way NATO ends its greatest military mission after World War Second and changes it in to a civilian mission that support building the infrastructure of Afghanistan. Although the Afghan and NATO authorities have repeatedly said there would be no any crisis after 2014 in Afghanistan and they are optimistic about the situation but certain circles in the capitals of some western and regional countries for achieving their evil goals try to draw a horrible image of post 2014 Afghanistan and disseminate a negative perception that Afghans will experience severe hardship and problems after that year.
Herat conference participants have gathered with the aim to change the negative ideas about the future and to name the years between 2014 and 2024 the Changing Decade.
At the conference, the participants who are well aware about political, economic, social and security affairs of the region expressing their opinions will discuss the issues regarding to the decade.
This is the decade that determines the destiny of the country because with withdrawal of American led NATO forces from Afghanistan, intelligent services linked circles talk about deterioration of situation in the country while the authorities of the country talking about the capabilities of Afghan security forces claim that Afghan forces are able to defend their homeland against any aggression and to ensure peace and security across the country after withdrawal of foreign troops.
Dr. Rangeen Dadfar Spanta the president’s advisor in national security affairs talking to the participants of session called returning of Taliban to power impossible insisted that only regional cooperation can settle the problem of terrorism in the region and the world.
He said that terrorism was a regional and global problem and required international cooperation in order to be settled. The national security advisor of the president made it clear certain countries which have strained relations with western countries if want to support anti Afghan government ideas and seeking to bring Taliban back in to power, should know that it was impossible.
The security advisor of the president, counting the widespread working opportunities in the country and outside of it, called regional cooperation an efficient way for the progress of the region.  He argued that we did not claim supremacy and also not ready to play the role of small brother. We considered our strength in the unity and coordination of the region for this reason Afghanistan wants to work as a bridge between South Asia, meddle Asia and China.
According to political experts the speech by Dr. Spanta is a clear message that Afghanistan should not be used as a center of rivalry by outsiders and should not demonstrate the years after 2014 as horrible and suffering days for Afghans. He pointed out that regional cooperation and coordination can guarantee the economic development in this part of Asia and can remove the factors which cause terrorism, insecurity and instability in the region. It is expected the participants of the session to disseminate the idea of regional cooperation in their relevant countries, in order to open the way for development and prosperity in the region and to end terrorism and illegal rivalries forever.

CM confirms draft of 1392 national budget

Kabul (BNA): President Hamid Karzai chaired the plenary session of the Council of Ministers at the Gulkhana Palace yesterday.
Initially the cabinet members offered prayers to the soul of Prof. Nazir Ahmad Shahedi professional deputy minister of economy who died in a traffic accident and called his martyrdom a national loss and wished peace for his soul and patience for the bereaved family.
The Council of Ministers offered congratulations to the Muslim countrymen and the world on the advent of EidulAdha and wished lasting peace, progress for the Afghan nation in all spheres of their lives.
The CM also instructed the Ministry of Interior Affairs to undertake necessary security measures for celebration of EidulAdha.
First deputy minister of national defense ministry and the minister of interior affairs took up the issue of the draft policy for building shelter and distribution to the personnel of the security forces.
The CM instructed the ministries of national defense, interior affairs, national security department that in the first place for implementing this policy, these organs should strengthen their construction departments and by usage of the experience of the neighboring countries having such order, review this policy and refer it to the coming session of the CM accordingly.
The minister of finance informed the CM about the draft national budget of 1392 – the ordinary and development budgets and said that the overall national budget for fiscal year is (363) billion Afghanis of which the ordinary budget makes afs 193.8 billion and the development budget is afs 169.2 billion.
As a whole the national budget make up afs.134.8 billion and financed from the domestic sources and the foreign sources finances afs 218.0 billion.
The deficit of the development budget indicates 10 billion afs.
The minister of finance called the budget covers sustainable economic growth, increase in income, creation of sustainable employment, reduction of poverty, strengthening of the infrastructure sector, agriculture mines, and attention towards the education and health, reduction of the administrative costs and proposed the following austerity plan:
_prevention of payment of money in form of wholesome expenses, reduction in printing of magazines, annuals and newspapers through the government ministries and on need basis through the ministry of information and culture, stopping of purchases of luxury goods based on the order no. 1808 dated 17/5/1385 of the President of the Islamic Republic of Afghanistan, positive usage of service vehicles by the officials of first and second ranks of government organs, dissolution of contract of government guest houses and part-time employee receiving higher salaries than the government new ranks.
The CM after hearing the report of finance minister and confirming his proposals decided that the budget for ensuring of security of the infrastructural projects, the projects of Ghazni as the kcultural center of Islamic countries and Islamic civilization as per the plan and an increase brought in budget of small irrigation dams and the agriculture loan fund, preservation of historical relics, literacy spheres and for treatment of addicts, asphalting roads of Sarpul-Shiberghan and building of the circular road of Shiberghan, restoration of the pistachio, rehabilitation of agricultural farms, spring houses, repairing of Salang, Kabul circular road necessary budget should be taken into consideration in the national budget for 1392.  The CM in principle confirmed the draft of the 1392 national budget and instructed the ministries of public works, agriculture and irrigation to coordinate the development budget of their ministries along with kthe draft of their projects with the ministry of finance.  The CM also instructed the administration affairs department to arrange the specialized meeting of the ministers of public works, agriculture and irrigation, energy and water for specifying the priorities of their development projects to be led by president of the Islamic Republic of Afghanistan.  The ministry of finance was assigned that in order to ensure speedy and positive transport of merchandize and to facilitate maintenance of the highways transfer the tax money of highways to the ministry of public works.  The administration affairs and secretariat of the CM was assigned that in cooperation with the ministry of finance prepare the draft of the policy for usage of vehicles by the directors of first and second ranks of the government organs and refer it to the CM.  The ministry of commerce and industries and finance were assigned to study the policy for rehabilitation of the Industrial Bank at the Pashtany Bank and refer it to the CM session.
The ministries of national defense and interior affairs were assigned to prevent personal usage of the government vehicles and to put a stop to the speedy driving of some of the drivers of inside the city especially that of Ranger vehicles and punish the violators.  At the end, three international conventions were presented by the foreign minister to the session which was confirmed.

15 armed militants killed in Kandahar

Kabul (BNA) Personnel of the national army had killed 15 armed militants and destroyed their three weapon caches yesterday, the press office of defense ministry said.  According to the source, three weapon caches containing variety of weaponry including explosive materials and suicide vests were discovered in Panjwai district of Kandahar province.  The source also added that 15 militants had been killed during cleanup operations of the national army soldiers in Daichopan district of ZXabul province and Dasht-e-Archi district of Kunduz province.  According to another report, four personnel of the national army were injured in Balkh, Logar and Maidan-Wardak provinces.

Kunar again comes under rocket attacks

Kabul (BNA) Pakistani artillery once again fired rocket on the eastern Kunar province as 77 rockets hit the bordering Dangam district Sunday night but caused no casualty, an official with the interior ministry said yesterday.  The attack took place amid Afghanistan government’s reaction and criticism over the violation.

Blast prevented in Zaranj

Zaranj (BNA) the national security police of Nimrooz province said that they prevented from explosion in Zaranj city center of that province.  According to reports, armed Taliban with planting of 2 mines in two crowded areas of Zaranj city wanted to target caravan of national security police.  This mine was placed near to municipality building of that province.  Feda Mohamad Barekzai in charge of the national security of Mimrooz province said to BNA, the security police officials of that province discovered and naturalized these mines before explosion.

Senate commissions hold session

Kabul (BNA) Some of the commissions of senate held  sessions yesterday, public relation office of the senate said.  The commission of defense and national security with Haji Mohammad Daud Asas on the chair had strongly condemned the killing six civilians by international troops and police in Zabul province.  Some of the senators discussed the demand of Senator Ali Akbar Jamshidi of Daikundi province in which he called for financing and equipping local police in Kajran district and it was decided to summon the general president of local police by the commission.  The commission of disabled and martyrs bereaved families with Sayed Mohammad Sadat Nasiri discussed the role of women particularly the disabled ones.  They also lauded the efforts of Mrs.  Amina Azimi for winning the peace prize and presented her the appreciation letter.

Gandumi works exhibition opens

Kabul (BNA)  The exhibition of tableaus and paintings of famous artist Amanullah Gandumi was opened by Dr. Abdullah Abdullah the leader of National Coalition in Serena hotel here yesterday.  In his remarks Gandumi said that he had learned the art from his father Azizullah Gandumi and began working with wheat 18 years ago.  His first works exhibition was held in 1389 and since then has presented 220 tableaus and paintings to the art lovers.  The exhibition remains open for the visitors till 25th Qaus.

Kabul (BNA)  Mubariz Rashidi the deputy to information and culture ministry after attending the Asia-pacific annual assembly held in Seoul recently and returning home, said that several countries and international agencies would provide training facilities to Afghan journalists
In the assembly, beside participation of 60 nations the representatives of big media outlets had also attended.  At the sideline of the forum, Rashidi also met with his counterparts from Pakistan and India and exchanged views on matters of mutual interests.
He also urged his Pakistani counterpart to void using vicious term in Pakistani media on Afghan soldiers martyred, and the Pakistani dignitary promised to cooperate Afghanistan in this field.
It was also decided in meeting with the deputy of the Asia-Pacific publication department that the entity would train some of Afghan journalists.  Rashidi also met with the chief of the copy right organization (ABLIO) and in it was agreed to train the modalities of implementing copy right.
The managing director of national radio and television, Zarin anzor and Abdul Rahman Panjshiri also accompanied Rashidi in the journey to Seoul where he also met with Philippines delegation and exchanged views on bilateral relations.
