Kabul (BNA) President Hamid Karzai chaired the plenary meeting of the Council of Ministers at the presidential palace on Monday.
As per the agenda, Second Vice-President and Chairman of the Economic Committee of the CM Mohammad Karim Khalili presented brief information about the resolutions no: 26 and 27 adopted in 1391 by the committee. Afterword the minister of Mines and petroleum presented the Ministry’s proposal for the continuation of productive and commercial activities of North coal firm for 1392 and 1393 and added that the income of this enterprise has been increased in recent years and beside that created more jobs for our unemployed countrymen.
The CM after extensive discussions approved the proposal of the mines and petroleum ministry regarding to the continuation of activities of the enterprise for the years 1392 and 1393.
The Minister of Urban Development presented a proposal about the 26 Dalwa projects of the ministry, stressing that 55 million dollars have been allocated for the project. So for, 23 million dollars has been expended and around 40% construction work on the project including asphalting of roads, water supply network and canalization have been completed and in order to continue the project it has proposed selling of homes and participation of the private sector in the commercial areas.
The CM assigned the economic committee once again review this project deeply and submit the result to CM.
Minister of Justice presented the draft of the law on access to information and stressed that this law is prepared on the basis of provision of third phases of article 55 of the constitution of Afghanistan in 6 chapters and 35 articles for ensuring the right of the people to access to information from the government departments.
The CM after discussing it assigned the Ministers of Justice Foreign Affairs, Finance, Information and Culture, National Security Advisor and first Deputy Defense minister to review the draft and after confirmation by law committee present it to the CM.
Then the Ministers of Justice and Higher Education presented the amendment draft and some articles of higher education institutions’ regulations to the session and added that  in the amendments  criteria  for raising the academic capacity, creation and expansion of private higher education institutions have been anticipated and considered.
The CM after receiving the views of the participants for further enrichment of the draft law approved the regulation in principle and assigned the ministries of Justice and Higher Education so that the proposed amendments to the law should be rectified and the text to be finalized and with enforcement of this regulation the suspension of registration of private higher education removed.
At the end, Minister of Foreign Affairs presented the agreement of understanding between the Ministries of Interior, Finance and the UN educational, scientific and cultural organization for provision of technical aid for the literacy teachers of police which was confirmed.
The CM also assigned the Ministry of Foreign Affairs to prepare a protocol according which the Islamic Republic of Afghanistan and Turkmenistan delegations conduct talks on border waters between the two countries and present it to the CM.

Suicide attack prevents

Kabul (BNA) Afghan security forces prevented a suicide attack in Baghlan province.
Asuicide attacker aiming to hit a target in Baghlan province was killed by security forces around 2:00 pm yesterday.
The police chief of Baghlan province said, the person while wanted enter into the city in the neighborhood of Tangi Malool of Boorka district targeted by a patrol of Afghan security forces and lost his life.
So far the purpose of the suicide attacker isn’t clear but local authorities say probably he wanted to target the public and military buildings in Baghlan province.

Three Armed Taliban Militants Kill

Kabul (BNA) The National Army Forces launching cleansing operations in relevant areas of Gereshk district, Helmand province killed two armed oppositions and captured an amount of weapons and ammunitions.
The Defense Ministry Press Office reported BNA, during the operation of the National police and National Army forces in relevant areas of Shah-Joi district, Zabul province an armed insurgent killed.
As a result of operations of national army forces five armed rebels in relevant areas of Washir district of Helmand province, two armed rebels from Mainwand district, Kandahar province and five others form Ahmad Abad district, Paktia province arrested with a Kalashnikov and four magazines.
According to another report, as a result of explosion of a road side mine five national army soldiers injured in relevant areas of Jalraiz district, Maidan Wardak province.

Kabul (BNA): the National Security Directorate officials arrested so called district governor of Armed Taliban for Chall district, Takhar province in of Taliqan, the capital city of Takhar province.
The National Security Directorate press office sending a letter to BNA, claimed that the suspect during his primary investigation confessed that he has received military training and making roadside mines from Uzbekistani instructors, Jandullah group in northern Waziristan, and appointed as governor of Chall district by Maulavi Baz Mohammad the governor of Taliban for Takhar province who was living in Peshawar and arrested when planting mine in Taliqan city.

Kabul (BNA) for organizing developing and maintaining natural sources, the Ministry of Agriculture drafted a plan to prepare 82,000 hectares of land for planting pistachio threes.
Lotfullah Rashed an official of the  Ministry said for meeting this purpose this  Ministry has established 136 unions for maintaining and developing forests in 22 provinces of country to achieve this aim.  Meanwhile for implementing this plan, a training workshop for 72 staffs of forestry department has been held. 
Pistachio is a major exporting item of country which has special value in international markets.  Therefore, the ministry of Agriculture has prepared numerous programs for increasing pistachio crop in future.

Mine Depot Discovers

Lashkarga (BNA) a mine depot was discovered in an operation by the National Army forces in Lashkargah the capital city of Helmand province the day before yesterday.
Omar Zwak spokesman for the governor of Helmand said the National Army forces carrying out an operation in Treekh Nawer area of Lashkargah, discovered and seized 55 mines from a house.
According to the source, no one has been arrested connection to this case and the mines were defused by an engineering team of the National Army.

Eleven Taliban Insurgents Kill

Kabul (BNA) eleven Taliban insurgents were killed in operations carried out by Afghan Security forces.
Interior Ministry’s Press Office said, Afghan Security forces during the  last 48 hours launching cleansing operations  in the relevant areas of Baghlan, Kandahar, Maidan-Wardak and Helmand provinces, killed  11 insurgents wounded 4 and arrested 18 others.
It is being said a quantity of heavy and light weapons were seized in these operations.
According to another report, police in Kabul arrested six persons accused of rubbery and killing from 4th, 5th and 8th precincts.

Taliban kill a Prayer

Charikar (BNA) Taliban attacked on prayers in Parwan province last night, killed a prayer and wounded another.
The incident occurred in a mosque of Syagard district during a Taraweh prayer (prayers only cited during the Ramadan month) when a group of Taliban opened fire on a group of prayers.
Abdul Henan Kohistani Spokesman of Parwan Security Command said BNA, in this attack an official of agriculture department was martyred another official wounded by Taliban.
Police Spokesman of Parwan said the security officials have started investigation for identifying and arresting of the attackers.
Meanwhile the residents of Syagard district condemned the attack on civilians by Taliban in Ramadan and called it against all religious teachings.

Kabul (BNA) the historical monument of Mullah Muhammad Jan was repaired in Balkh province.
The tomb of this great Sufi is located on the south of Balk district which has been recently detected by Bashir Shewa an Afghan cultural figure and it is said that Atta Muhammad Noor Governor of Balkh Province has donated USD 100,000 for repairing of the monument.
Mullah Muhammad Jan was born in the 11th century in Herat and later he fall in love with a girl named Ayesha and married with her.
This great spiritual  personality as per of his wife’s request went to visit the shrine of Hazrate Ali the Fourth Caliph of Islam (PBUH) and resided in Balkh district.
This great personality taught a great number of students and ultimately in 1011 HS died in that historical district.
So far his tomb was un-located and as a result of research conducted by Bashir Shewa a cultural figure of Balkh his tomb was recovered.
Saleh Muhammad Khaleq head of Information and Culture Department of Balkh Province said that the monument of Mullah Muhammad Jan has been built with the same architecture style of his time.

Kabul (BNA) The ambassador of Kazakhstan in Kabul stated of willingness of his country in investment in infrastructure areas in Afghanistan.
He emphasized that existence of numerous transit routes can ensure bringing the people of the two countries together and strengthen economic relations between the two nations.
The ambassador added that the needs Afghanistan towards the Central Asia and the Kazakhstan needs the South Asian countries have prepared the opportunity so that the two nations utilize the possibilities of each other.
He added that Kazakhstan wants to invest in infrastructural areas in Afghanistan and bring about transit facilities for the country and he also urged the trade circles in Asia and Central Asia to render assistance to the railway and construction of the road in Afghanistan that assist the country to reach to the Central Asia. Earlier, Azerbaijan expressed readiness for opening of a transit route with Afghanistan and has entered into talks with the authorities in this respect.
According to the economic analysts Kazakhstan and Azerbaijan having proper economic power, can ensure linking Afghanistan with other countries especially with the European countries, but argued that these perceptions should be implemented in practice.
The ministry of commerce and industries of Afghanistan welcomed the remarks of the Kazakhstan ambassador and assured on Afghanistan’s cooperation in this respect.
Kazakhstan is the main producer of wheat in the region
