President Karzai condolence message

Kabul (BNAS) Hamid Karzai the president of Islamic Republic of Afghanistan has condoled over the demise of renowned politician and scientific personalities Abdul Samad Hamid who had passed away abroad.
In his condolence message, the president lauded the services of late Hamid to the nation in different capacity including rector of Kabul University and deputy to premier of the country, saying his death is a great loss.  The president in the message also expressed sympathy with the family, friends and the whole people of Afghanistan.  In the condolence message, the president besides wishing great patience for the grieved family also prayed may almighty Allah rest his departed soul to the eternal peace.

Faizabad (BNA) a civilian was martyred and six others wounded in avalanche in the Kohistan district of Badakhshan province.  Senaullah Amiri head of struggle events said to BNA, a civilian was martyred and six others wounded in heavy avalanche in the Feraghal village on Kohistan district of Badakhshan province.  Abdul Raof Rasekh spokesman for Badakhshan governor confirmed this report said to BNA, the governor of Badakhshan sent two copters for transferring of injured civilians to Koihistan district.  No charity foundations assisted to affected civilians of this even

Kabul (BNA) The cultural growth of the community and wide spreading of science and literacy and particularly invest on the future of children of the country are urgent priorities of the country. Therefore, the Afghan government tries by establishing a standard system of education and improving it properly shortens the path for achieving that noble aim.
BNA commentator writes: Hamid Karzai the president of Islamic Republic of Afghanistan in his last radio speech expressing happiness over quantity growth of education, emphasize over an effective and extensive education.
The president of the country stresses over the growth of education while the investment on education sector and standardizing the education system has been at working agenda of Afghan government during the last 11 years. Today one million and one hundred eligible children both boys and girls are attending schools in 14000 schools across the country and are taught by 190000 teachers. The figures are unprecedented in the history of education of the country.  Beside the state owned schools are open to children of the country, the opportunity for the activities of private sector have been also provided. Presently there are 500 private schools across the country where 100,000 students are under training.
What have been mentioned above could be considered as a great achievement in education system; but it is not enough, because the tragedies of the previous year badly affected the system of education and the culture of learning descended to its low level. The Afghan people were in consensus that the imposed war was the main reason for wide spreading illiteracy and closing the door of schools to the children of the country. During the medieval rule of Taliban the girls were deprived from going school. After the collapse of the barbaric regime, once again literacy and education obtained its place in the community. Today educating the children is a dream and aspiration of every family. Although the achievements of education sector are great but still there are serious problems to be overcome. The students and teachers are threatened; the schools are set on fire and the system of education still suffering from lack of professional teachers and lack of school buildings. These problems are especially acute in rural and remote areas. In urban areas, because of state run poorly equipped schools, a number of children are going to private schools. Unfortunately, a number of these schools either not standardizes or charge the students such high fees which most families cannot afford to pay them. Therefore, only the children of rich families are able to attend the private schools. The president of the country considering the situation, addressing the private schools and higher educational institutes says, “The people hope and ask you to prefer the moral value of your education activities to its commercial value. You should organize your academic activities according to the procedure and regulations of ministry of education, you have committed while you were founding the relevant school or academic institute, in order to obtain a legal income and to serve your compatriot properly.”  Meanwhile, the president considering the improvement of education system as an urgent need insisted on its qualification.
The current situation asks all of us to word without any political, ethnical and linguistic discriminations to further improve education and with the support and cooperation ministry of education and academic society rescue our community from destitute and misfortune.

MoI inks security agreement

Kabul (BNA) Minister of Interior, Gen. Ghulam Mujaba Patang and Gen.John Allen, Commander of NATO-led forces in Afghanistan inked an agreement yesterday which all allows the interior ministry to provide security around the security installations of US and NATO-led forces in the country, press office of interior ministry said.
Speaking on the occasion, General Patang said the ministry for interior in line with 62nd presidential decree had demolished 57 private security firms and itself provided security for different companies.
The interior minister also said that the ministry with having 15,000 additional troops and inking 129 security pacts had provided security for more than 800 security sites.
General Patang also noted that signing agreement with commander of NATO-led troops is a significant step towards assuming security charge from international troops by Afghan national force.
In his remarks after inking the agreement, General John Allan said that inking this agreement displays the capability of Afghan national security forces will further build its capability until 2014.

National Security Advisor meets Badghis

Kabul (BNA) Dr. Rangeen Dadfar Spanta National Security Advisor met with elders and influential of Badhis province.
At the meeting while Mohammad Aref Noorzai presidential advisor, Mohammad Musa Jenab and Wali Shahs Khan representatives of the province at the National assembly were present, the elders of Badghis shared their environmental problems with the National Security Advisor.
They complained over insecurity in the province, the problem of the displaced families, security of the Herat and Badghis highway and the security of Touro Sheikh till Qala Naq and asked for immediate attention of the government Dr. Spanta promised that the government will take appropriate decision in resolving their problems.

Tariff on imported juice to increase, AISA

Kabul (BNA)  Wafiullah Iftikhar the head of Afghanistan Investment Support Agency (AISA) said yesterdays that 30 percent increase on tariff of imported juices to be imposed.  Addressing a news conference here, he faded that the step has been taken to encourage local products.
The minister for finance Omar Zakhilwal in the meeting of High Commission for Investment which held last week had proposed to increase tariff on imported juices with the objective to support local products and the import tax on foreign made juice to increase up to 50 percent.  Head of AISA also stated that a joint venture of US and Afghan would construct a refinery at a cost of 700 million US dollars in northern region of Afghanistan.  The refinery with a capacity of 600 barrel per day would also create job opportunities to more than 1500 people, speaking at the conference, and head of industrialists association Shir Baz Kaminzada said that oil and gas stocks from Pul-e-Charkhi industrial Park and residential areas will be shifted to other places.

Kabul (BNA) Chaired by president Karzai the National Security Council took up the fourth phase of the security transition at the presidential palace.
Initially, the present security situation was discussed and Dr. Ashraf Ghani Ahmadzai chairman of the transition commission presented a report on the end of the third phase of security transition and the start of the fourth phase of transition to the Afghan security forces.
He said that at the end of the fourth phase of transition the security responsibility of 87% of the people of the country will covered by the Afghan security forces.
He added that 52 administrative units will be included in this phase and with the implementation of this phase the security of the total of 312 administrative units will come under the cover of the Afghan security forces.  The in charges of the ministries of defense, interior affairs and national security department expressed their preparedness with respect of transition of security from the foreign forces to the Afghan forces.  The meeting also discussed landing of an aircraft from the Gulf region at the Kandahar airport and after hearing the report the National Security Council assigned the National Security Advisor to prepare a report and present to the National Security Council in respect to the aim of the aircraft for landing in Afghanistan, from which source or government it has obtained the permit and other details.
Prof. Abdul Salam Azimi acting chairman of the Supreme Court and chief justice of Afghanistan informed the meeting over opening of the offices of the attorney courts at the insecure districts of the country.  The meeting instructed the local organs department and interior ministry to prioritize the presence of the districts governors and police commanders and undertake measures for appointment of district governors and police commanders in those regions.  The administration affairs and secretariat of the council of ministers also received instructions to supervise execution of this process.  The meeting also heard the results of assessment of the ministry of commerce and industries towards illegal taking out of the petroleum from the industrial park of Kabul.  The meeting decided that since the existence of the petroleum and gas reserves and the private security companies are the retaining the safety of the people and those of the productive plants at the industrial park, they should be transferred from that area in other proper areas.  According to another report chaired by president Karzai a meeting was organized with the participation of the security foundations of the country and general John Allen Commander of NATO in Afghanistan which discussed necessary measures for the start of the fourth phase of security transition.  The Afghan side at this meeting, while emphasizing on strengthening and equipping of the Afghan security forces especially the Afghan Air Forces and expressed their readiness for the fourth phase of security transition.

2 Taliban commanders arrested

Kabul (BNA) the press sources of national defense ministry said that a commander of Taliban group was arrested from Haji district of Paktia province.  National defense ministry press office said to BNA, the personnel of special contingent of national army arrested a commander of Taliban group on charges of terrorist attacks, planting of mines, and providing of explosive materials for terrorists in the Haji district of Paktia province.  Meanwhile other commander of Taliban group with his colleague was arrested in the Nawzad district of Helmand province.  According to another report, a national army soldier was lost his lives in explosion of mine in Qaisar district of Faryab province.

Pule-e-Alam (BNA) 190 kg of explosives devices of armed Taliban were discovered in an operation in Logar province.  These materials were kept in a hideout of Taliban in the outskirts of Barakai Barak district, and were seized in an operation of Afghan forces yesterday.  Abdul Saboor Nasrati police in charge of Logar said to BNA, Taliban wanted to use from these materials in making of roadside mines and vest coats.  According to police official of Logar province, these explosive devices were smuggled from Pakistan to Afghanistan.  It is said , no one has been arrested in the connection of this case.

6 policemen killed, wounded in Urozgan

Trenkot (BNA)  in attack of a police on other polices in Urozgan province, three policemen were martyred and three others wounded.  This event occurred in the vicinities of Trenkot city on   a police post, when a police opened fired on other policemen.  Mohammad Aslam police chief of Urozgan said to BNA, in this attack, three policemen were martyred and three others of them wounded.  It is said , this attack was a terrorist conspiracy  and the police attacker worked with Taliban.  According to this police chief, the attacker with cooperation of Taliban group opened fire on other policemen.  The police attacker fled and the security officials of Urozgan said that assessment started for arresting of the attacker.
