Kabul (BNA) President Mohammad Ashraf Ghani in a decree, appointed new head and members of the Afghanistan Independent Human Rights Commission (AIHRC), a statement said on Thursday.
The statement from the Presidential Palace said, President Ghani appointed Shahrzad Akbar as head of AIHRC, Asadullah Yousufi, Benafsha Yaqubi, Mohammad Ayub Yousufzai, Sayed Ehsan Khaliq, Shabnam Salehi, Shukrullah Mashkoor, Mohammad Naim Nazari and Razia Sayad as members of the commission through separate decrees. President Ghani also appointed Sima Samar, former AIHRC head, as his special representative and state minister on human rights issues and international relations. President Ghani awarded Samar with the state medal of Allama Sayed Jamaluddin Afghan in recognition of her services. The appointments were introduced at a special ceremony held at the Presidential Palace on Wednesday afternoon. President Ghani, talking in the ceremony, said, “Today is the day of pride, an institution that passed different phases in 18 years has now reached a new level.” He thanked Sima Samar for her services and said, “I am sure she would also serve in her new job very well considering our national interests.” Addressing the new AIHRC head and members, the president said national values and the Constitution, particularly its second chapter that contains basic rights and people’s responsibilities, had been prepared in accordance with international conventions and should be conveyed to the people and considered import things. “Reaffirming our commitment to the nation, the constitution, national and Islamic values is the responsibility of all of us”, he said. Sima Samar, talking to the ceremony, said, “I feel pride to be the first to take responsibility of the AIHRC which is now a role model in the region and the world.” She thanked her colleagues in the commission, media and countries that supported AIHRC in protection of human rights. “We want the government protect the achievements of the commission and even extend them, the new AIHRC leadership should work for the people and remove discrimination and injustice,” she said.

Kabul (BNA) President of the Islamic Republic of Afghanistan, Mohammad Ashraf Ghani, on Thursday said Dari was the language of a civilized region and that there was a need to invest on the national languages, the Presidential Press Office said in a statement. “It is time to further invest on national languages. The Dari language is ours and we belong to it, there is no doubt about it,” the country’s president said while talking to a national seminar titled Afghanistan; the Cradle of Farsi-Dari. The president said: “Our economic and security dimension, and particularly the intellectual dimension of our independence is very important and the reason of today’s intellectual meeting is that our independence intellectual is dating back to millenniums.” Recalling the efforts made by the country’s known historians, such Mir Ghulam Mohammad Ghubar, Ahmad Ali Kohzad and Abdul Hay Habibi, the president added that the country’s historians have analyzed and popularized the country pre-Islamic era history. “This is a pride that Afghanistan calls all its languages national language and the reason is very clear that we don’t doubt on our national identity,” said the president as quoted by the statement. According to the president, language was both the produce and constrictive of the history of the nation, so investment on the language was more important than the infrastructures. “If you want to govern on the hearts, so there is a need to turn to culture. Refer to our civilization, which is based on justice,” said the president. President Ghani said the language of Farsi was the cause of creating a big territory and Afghanistan has had a fundamental role in this territory, but this territory didn’t belong to us in the course of history and we should understand the type of our relation in the different parts of history in this territory. Pointing to what has been done less for Dari language development, the country’s president added: “We have not still created a clear historical sequence in this language.” The president said the historical process should be clear; Balkh, Badakhshan, Marw and the region of Central Asia were the main cradle of the Dari language. “There was no doubt that this was our language.” President Ghani asked the Ministry of Information and Culture, universities and the academy of sciences to conduct the inclusive languages archeology and cultural identity.

President Ghani Holds Cabinet Session

Kabul (BNA) Chaired by President Mohammad Ashraf Ghani, the cabinet held meeting at the Chahar Chenar Palace the other day, the Presidential Palace said in a statement.
According to the statement, while appreciating Afghan National Defense and Security Forces (ANDSF) for their decisive defense against recent attacks, the participants prayed for security forces’ martyrs particularly Martyr Gen. Abdul Ghafar Ahmadzai who had lost his live defending the country and wished immediate recovery to those injured. The president spoke about upcoming elections and stressed on ensuring most of its expenditures by the government, the statement added. The president reiterated that the peace process has seriously been focusing by the government and the outline to reach peace has been clarified in the Loya Jirga’s declaration which was created by the Afghan people will. Thanking the ministry of hajj and religious affairs and national procurement authority for providing facilities to send hajis to Mecca, the president asked the government administrations to cooperate in respect with hajj process. He also tasked the ministry of foreign affairs to prepare all facilities to accelerate the process. Appreciating the finance ministry, the meeting approved the budget expenditure report and national budget draft related to the middle of fiscal year 1398. Afterwards, acting minister of mines and petroleum presented the ministry’s demand on approving the draft on Panjshir Iron mine in accordance with instruction of meeting no (2) date 1398/1/29 of high economic council, as it was approved by the meeting. The minister of justice presented the draft regulation on illumination materials which was principally approved by the cabinet. The cabinet tasked the justice ministry to correct and finalize the mentioned draft regulation based on corrective views of the cabinet members.

Kabul (BNA) The German Special Envoy for Afghanistan and Pakistan Markus Potzel said the international community would like to see a larger regional role for India in the ongoing conflict and its resolution.
“We would like to see India play a bigger role in Afghanistan,” said Potzel, as quoted by The Economic Times. Indian news agencies reported that Potzel will be meeting with senior officials in the MEA on Friday. Germany co-hosted an intra-Afghan dialogue that happened in Doha on July 7-8. “We believe that all initiatives and processes must include all sections of the Afghan society, including the legitimately elected government. Any process should respect the constitutional legacy and political mandate and should not lead to any ungoverned spaces where terrorist and their proxies can relocate,” Potzel said. The talks in Doha ended with a resolution agreed to by more than 60 delegates from Kabul and 17 members of the Taliban. The resolution included a commitment to reduce violence and bring civilian casualties “to zero”. India has refused to be a part of talks with the Taliban directly, sending only retired officials in a “non-official” capacity for one round of talks in Moscow last year. Last week, talks between the US, Russia, China appeared to cut India out of the talks on Afghanistan’s future. However, officials indicate that the next round of talks with regional powers will be held soon, which would invite India, Central Asian neighbors like Uzbekistan and Tajikistan, as well as Iran. “I am not here to give advice, but I would wish that the Indian government come out in the open and establish their position on the peace process,” said Potzel. “Germany also hopes to see India join the next round of regional talks on Afghanistan.”

Kabul (BNA) Addressing a conference on peace in Kabul, Chief Executive Dr. Abdullah Abdullah said the Afghans had long been yearning for peace with honor and living in stability, a statement said “If we cannot convert our voice into a single voice inside Afghanistan… then we reserve no right to blame others. We must develop a responsible attitude,” the CE said. He cited that there was a good opportunity for peace which must be seized. Referring to Taliban’s proposal for talks, he said: “When they say they believe in peace and we are in favor of a peaceful solution. They view the presence of international forces the only problem.” The CE added: “They should honor a ceasefire agreement. If the Taliban say they want truce with NATO but not with the Afghan government, this is not possible.” According to Dr. Abdullah, there is a time for talks between the Taliban and the Afghan government. Serious negotiations should begin, he stressed. About talks between the US and Taliban, Abdullah said it was time for the Afghans to decide their fate themselves. He supported the initiative to arrange such conferences about the peace process and promised to work honestly for lasting peace in the country.

Kabul (BNA) About 8 people lost their lives and 33 others were wounded following car bomb blast in Kabul city on Friday morning.
A vehicle packed with explosion materials exploded among students close to Kabul University yesterday morning.
Security official in Kabul told BNA reporter, three civilians and a policeman were martyred and four others were wounded due to the blast.
But, ministry of public health reported that, eight people lost their lives and 33 others were wounded following the car bomb blast.
Official in the ministry said that the health conditions of six injured are not satisfactory.
No individual or terrorist groups has commented regarding the explosion so far, but officials in ministry of interior called that Taliban group is responsible for the event.

KANDAHAR CITY (BNA) As many as 20 militants were killed and six others were wounded following attacks carried out by Afghan National Defense and Security Forces (ANDSF) in southern Kandahar province.
The anti-government militias have been targeted during military operation and air attack in various parts of Shah Wali Koot district of the province.
Senior commander of Afghan national army in south of the country told BNA, 20 terrorists were killed and six others were wounded during the military operation and air attack.
According to another report, Afghan security forces succeeded to discover and defuse 9 round of different type of mines in crowded areas of Kandahar province.
No individual or group has commented regarding the foiled mine plantings so far, but local officials claimed that Taliban fighters are responsible for the mine plantings.

LASHKARGAH CITY (BNA) Over 10 armed oppositions were killed by Afghan security forces in southern Helmand province.
Top commander of Afghan national army in south of the country told BNA correspondent, the insurgents were busy on organizing a series of terrorists and destructive activities that targeted by Afghan security forces.
According to another report, Afghan security forces succeeded to discover and defuse 13 round of different type of mines in crowded areas of Helmand province.

Kabul (BNA) At least 66 anti-government militias were killed and 14 others were wounded following joint military operations led by Afghan security forces within the last 36 hours across the country.
Ministry of national defense press office stated BNA, the military operations have launched to annihilate armed oppositions and ensure peace and stability in insecure areas of Badakhshan, Faryab, Helmand, Badghis, Urozgan, Nangarhar, Ghazni, Balkh, Paktika, Takhar, Kunduz and Sar-e-Pul provinces.
A suspicious was arrested, two hideouts and a motorcycle belonged to the terrorists have been demolished during the military operations, the source added.

PUL-E-ALAM CITY (BNA) At least three armed oppositions were killed following air attack carried out by Coalition Forces in central Logar province.
Eimal Momand acting publication in 203 Tander army corps told BNA reporter, the anti-government militias have been targeted in relevant areas of Azra district of the province.
According to another report, Afghans security forces by launching a military operation succeeded to release four people from Taliban prison in Azra district of the province.
Also, Afghan national army personnel have been discovered and defused 12 round of different type of mines in Azra district.
